The Center for Human Rights & Constitutional Law is a non-profit, public interest law office dedicated to furthering the legal, civil, and human rights of immigrants, refugees, children, prisoners, and the poor.

The Center is a state-wide legal services support center with expertise in complex and class action litigation and in constitutional law. A partial list of the Center’s major litigation includes Plyler v. Doe, 457 U.S. 202 (1982) (challenge to state statute excluding undocumented children from public elementary schools); Reno v. Catholic Social Services, 509 U.S. 43 (1993) (national class action for persons unlawfully denied legalization under the Immigration Reform and Control Act of 1986); Reno v. Flores, 507 U.S. 292 (1993) (national class action on behalf of children denied release on bail pending the outcome of deportation proceedings); League of United Latin American Citizens v. Wilson, 131 F.3d 1297 (9th Cir. 1997) (state-wide class action challenging constitutionality of state proposition denying health care, social services and education to suspected undocumented immigrants); Perez-Olano v. Gonzalez, 248 F.R.D. 248 (C.D. Cal. 2008) (nationwide class action enjoining policies and practices blocking abused, abandoned, and neglected immigrant children’s access to protective services and lawful permanent residence); and We Are Am. v. Maricopa County Bd. of Supervisors, 2013 U.S. Dist. LEXIS 139377 (D. Ariz. 2013) (class action permanently enjoining county policy to arrest and prosecute non-smuggler migrants for conspiracy to smuggle themselves).

The Center seeks an experienced professional to coordinate its administration, operations and management.

Qualifications: Bachelor’s degree; at least one year’s experience administering a non-profit or public agency; ability to manage general ledger and finance, prepare financial reports, and administer grants; adept at IT management; skilled in standard business and accounting software (Microsoft Office, QuickBooks, etc.); ability to manage human resources; sound writing and communication skills; pro-active, highly organized, and fastidious in attending to detail and completing tasks on time; ability to carry out assignments and solve problems independently; commitment to serving poor and disadvantaged. Fluency in Spanish is preferred.

Responsibilities:

Finance & bookkeeping

– Maintain general ledger, including receipts, deposits, payroll, payables, grant allocations, and accruals.

– Prepare budgets and financial reports for funding sources and outside auditors.

– Oversee preparation and filing of non-profit reports and tax returns.

– Coordinate outside bookkeeping consultation.

– Coordinate payroll with outside payroll service; maintain employee time records, accrued wages and benefits.

Human resources

– Oversee staff and volunteer recruitment, training, and separation.

– Maintain personnel files, including I-9s, W-2s and salary and benefit records.

– Coordinate employee evaluations.

Information technology

– Oversee file server, LAN, email and web servers.

– Manage software and hardware acquisition and maintenance.

– Coordinate outside IT consultation.

– Maintain and update voice-mail system.

Development

– Assist in developing new funding sources.

– Serve as liaison to funders.

General administration

– Oversee insurance, office equipment, supplies, furnishings, and physical plant.

– Coordinate management and maintenance of the Center’s Hawaii retreat.

– Oversee financial and administrative filing systems.

– Coordinate meetings, minutes, and resolutions of the Center’s board of directors.

– Maintain and update policies, procedures and operations manuals.

– Assist in preparing programmatic reports for funders.

– Assist Executive Director and General Counsel with ad hoc administrative tasks.
