Works with: CCSA staff & external stakeholders, specifically Capitol Advocacy Leaders (CAL) liaisons

About CCSA and CCSA Advocates

CCSA 501(c)(3) is the membership and professional organization for California’s 1,184 charter public schools, which educate over 559,000 public school students. CCSA Advocates is a 501(c)(4) organization operating in tandem with CCSA, which seeks to advocate for charter school issues and harness the political power of the charter school movement.

Overview of Responsibilities

The Director, Constituent Advocacy directs CCSA’s grassroots advocacy activities with a focus on the CAL network.

Essential Duties

Strategic Planning

Support and actively engage in the development, promotion, and adoption of the Government Affairs team’s strategic priorities to ensure they are aligned with CCSA’s broader priorities and are reflective of the charter community’s needs.
Create project plans to advance key policy initiatives, regularly tracking progress to goal
Engages in annual Government Affairs budgeting and forecasting activities, using exceptional judgment to determine how limited resources should be spent to achieve maximum impact

Grassroots Advocacy

Develop advocacy strategies and specific tactics to accomplish the Association’s state and federal legislative priorities
Develop strategy and direct legislative visits program, including a robust tracking system and increased number of visits annually; ensure integration with cross organization grassroots advocacy efforts, including CCSA Families and Regional Advocacy
Proactively seek opportunities to connect state policy makers with members to encourage a more robust grassroots advocacy program within CCSA
Develop written content for communication vehicles—such as action alerts, issue briefs, and articles—utilizing broadcast e-mails, social media, the web, CCSA publications, and direct mail to educate and mobilize members

Capitol Advocacy Leaders

Establish and maintain a charter school liaison for each legislator in the California Legislature
Direct and manage a network of 120+ charter school leaders who serve as liaisons between legislators and the charter movement in California
Develop and manage annual program budget
Provide ongoing training, support and guidance to the liaisons
Work 1:1 with each liaison throughout the year, helping to continuously build each liaison’s advocacy capacity
Develop and oversee management of materials to support the work of the liaisons
Oversee management of communications system, database and dashboards
Oversee monthly newsletter
Convene quarterly meetings with liaisons and GA staff
Work closely with Directors (Legislative Affairs and Regulatory Affairs) to ensure that liaisons have current and relevant information on legislation and policy impacting charter schools

Advocacy Day

Project Manage CCSA’s annual lobby day at the State Capitol, including directing outreach and logistics, and developing and managing program budget.
Design programming

Internal CCSA

Serve as internal lead for inter-team collaboration on grassroots advocacy
Proactively continue personal professional development focusing on organizing, training and public speaking

Other duties as assigned

Preferred Capabilities

BA required in a related field
Strong oral and written communication skills, including quantitative analysis, spreadsheets, and databases
Effective training and public speaking skills
Understanding and commitment to the mission of increasing the efficacy of charter leadership
Ability to work independently and take direction; organizational skills to manage multiple projects, ability to work on tight and changing deadlines, and manage workload amongst various priorities and work projects
Strong interpersonal skills, ability to report to various supervisors
Detail-oriented, experience performing highly professional level of administrative work
Ability to maintain confidentiality of work
Work is conducted in an office environment; job requires ability to work with office equipment, files, lift boxes and materials of up to 25 pounds
