Training Manager – Cambodia – Passerelles Numériques

1. BACKGROUND
Passerelles numériques (PN), a non-profit organisation, is dedicated to enabling highly disadvantaged youths, through their abilities and their commitment, to access education and technical and vocational training, in the sector of Information Technology. We work to build strong employability which will allow them and their families to sustainably escape poverty, and contribute to the social and economic development of their countries.

Established in Cambodia, the Philippines and Vietnam, Passerelles numériques currently trains 418 students. PN employs around 100 people based in these three countries including a small team in France.

Since 2005, 1,775 young adults successfully completed their studies from our 3 centers.

Passerelles numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture and Econocom, and also receives support from individual donors.

In Cambodia, Passerelles numériques started its mission in 2005, with a training centre based in Phnom-Penh. In 2007, the first class graduated with 20 students, and most of them had a job just after graduation. Today, PN Cambodia (PNC) trains 148 students and 1,292 successfully completed their studies since 2005.

2. CONTEXT and MISSION

We endeavour to truly develop students’ employability which will allow them and their families to escape poverty in a sustainable way, and contribute to the social and economic development of their countries.

To that order, Passerelles numériques designs and delivers both education and training through soft skills and hard skills curricula. Students graduate from a state-approved diploma.

Our objective is that at least 90% of enrolled students succeed and find a qualified job at the end of their training. In order to reach this ambition, PN focuses on delivering training that is:
– Practical, with objectives set and evaluated from a “competency framework”
– Targeted to match the market needs with a close follow-up and improvement loop;
– Certified through a strict evaluation process.

Passerelles numériques (PN) is looking for a Training Manager for its training. S/he ensures that PNC delivers good quality of training that matches the needs of the Cambodian market and enables underprivileged students to obtain qualified jobs in IT.

Reporting to PNC (PN Cambodia) General Manager and working closely with PN Education Manager, the Training Manager is fully responsible for IT, English and soft skills training, and supervises 3 coordinators:
– Ensure the delivery of PNC’s two-year IT Vocational training (English, Professional Life, Web Programming, Systems and Network Administration)
– Manage each coordinator and collaborate with other teams for cross-department projects

3. DUTIES and RESPONSIBILITIES
The Training Manager manages the training team in order to deliver appropriate and efficient training through the following duties:

3.1. Training
– Together with the cross-centre Training and IT Expert, continuously improve and develop the curricula in line with local IT market needs for both technical and non-technical aspects. To that effect, participate in the implementation of our new program “Openh project” with the lead of General Manager
– Design and adjust the syllabus content based on companies’ feedback and market’s evolution
– Follow quantitative and qualitative results. Take appropriate measures to improve and match PN’s teaching approach.
– Manage operational training activities: timetables, student’s assessment (continuous assessment, projects, exams), logistics (classrooms, IT Labs, material)… etc.

3.2. Team and budget Management
– Lead and manage the training team: recruitment, training, coaching, follow-up, and evaluation.
– Design, propose, and coordinate (in conjunction with PN HR team) volunteer short missions to support and improve technical and pedagogical skills of trainers.
– Prepare training budget each year

3.3 Internal and external relations:
– Coordinate internship program and tutors with External Relations Manager
– Coordinate with PNC Education Manager to closely follow up each student and regularly assess students behavior, motivation, and ensure a well-rounded follow up of each student

– LANGUAGES
Very good written and spoken English, Fluency preferred as it’s the work language
Khmer language an asset
