1. SUMMARY OF JOB DESCRIPTION:
R4D is seeking a Program Officer (PO) or Senior Program Officer (SPO) (position title will depend upon qualifications) to work in R4D’s health systems and financing practice: including the Health Finance and Governance Project (HFG), the Maternal Child Survival Program (MCSP), and other health financing projects funded by the Bill & Melinda Gates Foundation, Rockefeller Foundation, USAID, and an array of other funders. These projects include work at the global- and regional- levels, as well as at the country-level in a variety of countries including: Benin, Cambodia, Ghana, Guinea, Liberia, Nigeria, Rwanda, Senegal, Tanzania, and Vietnam among others.

2. DUTIES AND RESPONSIBILITIES:
Responsibilities of the Program Officer or Senior Program Officer will be focused on project management, technical analysis and writing, and knowledge management and communications. Operating with substantial independence, the (Senior) Program Officer will support the projects by providing technical facilitation and technical assistance to developing countries and producing analytic papers and products on health system design and health financing reforms. The (Senior) Program Officer is expected to be a self-starter with a wide range of experience and talent, who can exercise good judgment, and support multiple tasks while delivering high quality results within tight timeframes.
Potential responsibilities include:
Leading teams comprising of multiple levels of coworkers from PAs to managing directors (MDs)
Leading the development, implementation, and monitoring of project work plans and related planning documents
Leading the development of key work products and overseeing the completion of major project deliverables
Leading key meetings and technical events, including developing agendas and background materials, making presentations, and developing summary reports of the proceedings and agreed follow-up actions
Leading research, qualitative and quantitative analysis, writing, and publication of project reports
Managing, delegating, and mentoring junior program staff and consultants, as well as managing-up to more senior staff
Supervising program associates (PAs) and senior program associates (SPAs)
Coordinating day-to-day project operations
Leading internal evaluation of how work is progressing on projects
Developing knowledge management and communications strategies to support the dissemination, translation, and use of knowledge products that are produced
Presenting R4D’s work to internal and external audiences and identifying ways to expand current work
Producing periodic progress reports and other materials requested by project funders.
Coordinating relationships with project funders and other key stakeholders
Identifying, pursuing and managing strategic partnerships and collaborative relationships with internal and external stakeholders including project partners, key experts, and contacts in developing countries engaging in reforms
Leading and/or supporting strategic planning and business development activities
Monitoring project expenditures, payments to consultants and sub-contractors, and invoicing funders
Managing procurement and relations with outside consultants contracted to support elements of the project
Performing other duties as necessary

3. QUALIFICATIONS and EXPERIENCE:
The ideal candidate for this position will be a highly motivated individual with outstanding credentials, analytical ability, and communication and presentation skills.

Qualifications include:
Relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank
For PO: Bachelor’s degree plus minimum of 5 years of relevant work experience or Master’s degree plus minimum of 3 years relevant work experience
For SPO: Master’s degree plus minimum of 7 years of relevant work experience
Knowledge of and experience in international health systems and health care financing in developing countries
Experience working in or with public or private sector health financing organizations
Experience creating partnerships and leading teams
Structured thinker with excellent analytical skills and experience analyzing data
Strong writer and oral communicator, with a proven track record of reports, presentations, and other deliverables
Ability to set priorities and handle competing time and resource demands
Demonstrated ability to work as a team member and independently
Willingness to travel internationally
Enthusiasm, energy, and composure under pressure
French oral and written communications skills a plus
Experience with conducting costing and cost-effectiveness analysis a plus
