for the position of

Program Director
for the Hire-Ability Vocational Services Program
Located at: 1234 Indiana Street, San Francisco

Salary Range: Negotiable, depending on qualifications & experience
Status: Full-Time, Exempt

Your role: Provide leadership, management, and operational oversight at the vocational services program of a multi-disciplinary, multi-cultural and multi-lingual community behavioral health / vocational rehabilitation services agency, and serve as a member of the RAMS Management Team to deliver the highest quality of services in keeping with the mission, vision and values of the agency.

Minimum Required Qualifications:
At least a Bachelor’s Degree in Psychology or Social Work. A Masters Degree in Rehabilitation Counseling, Counseling/Psychology, Social Work, Public Administration, Public Health, Business Administration, and/or other related fields is highly preferred (will be prioritized).
Three or more years management &/or program administration experience, specifically in a community-based vocational rehabilitation &/or behavioral healthcare services setting/sector
At least five years demonstrated experience, knowledge, and proficiency in vocational counseling/rehabilitation, and culturally competent behavioral health services provision, especially that which is reflective of the populations served by RAMS Hire-Ability
Demonstrated experience in management of a health/human services program to include comprehensive program planning & design, business planning & development, multi-program coordination & operations, utilization review, quality improvement, and supervision of professional staff/volunteers/trainees
Demonstrated experience in budget preparation, expenditure authorization, data management, utilization review, HIPAA practices standard, and billing/invoicing (e.g. Department of Rehabilitation, Medi-Cal, etc.), as well as facility/office operations/management
Demonstrated experience in a leadership role with program reviews, audits, and re-certifications
Strong working knowledge & understanding of health and adult learning best practices as well as employment development and consultation models

Essential Job Duties include, but are not limited to:
Monitor, direct, and oversee the day-to-day operations of Hire-Ability Vocational Services program (comprising of the Employee Development, Employment Services, Janitorial Training, i-Ability/IT Training, TAY Vocational Services, and Café Phoenix)
Develop, maintain, and enhance programs/services in keeping with the mission of the Agency. Activities may include writing grant proposals and marketing/business plans, establishing & maintaining collaborations with various businesses & other community organizations, participation in the acquisition and negotiations of contracts
Provide training, administrative supervision & clinical consultation to staff members & volunteers, while promoting a positive spirit and safe work environment
Take responsibility for sound fiscal management practices, to include managing all program revenues, developing funding sources, collection of program fees, and monitoring & staying within program &/or department budget
Serve as the lead liaison and develop/maintain positive professional relationships with State & Local agencies & community-based organizations with which RAMS works &/or holds collaborative agreements for services
Manage and oversee operations of the TAY Vocational Services program
Outreach to and work with employers and the San Francisco business community to develop employment opportunities
Develop, implement, maintain, evaluate, and improve procedures and standards
Participate and serve as a member of the RAMS Management Team
Reports to: Deputy Chief / Director of Clinical Services

ABOUT THE RAMS HIRE-ABILITY PROGRAM: Hire-Ability is the award winning vocational services program of RAMS, in partnership with San Francisco Department of Public Health-Community Behavioral Health Services, California State Department of Rehabilitation, and other private businesses, which serves the San Francisco Bay Area community by connecting employers with trained, assessed, and pre-qualified employees. Hire-Ability provides quality & culturally competent vocational rehabilitation, training, and support services to adults with behavioral health conditions and/or mental health disabilities. Program services include: Vocational Assessment; Basic Job Skills Training; On-the-Job Training; Work Adjustment; Situational Assessment; Job Development; Placement & Retention; and Job Coaching. The Hire-Ability program components include: Employee Development, Employment Services, Vocational IT Computer Skills Training, Janitorial Training, Employment, & Services, Transitional Aged Youth (TAY) Services, and Clerical/Administrative Support Training, Employment, & Services. Hire-Ability also features Café Phoenix, a reputable and well-reviewed client-run café that also serves as one of the on-the-job vocational assessment sites.
