Program Associate – CA Health Care Safety Net Institute – Oakland, CA

SUMMARY

The California Health Care Safety Net Institute (SNI) is seeking an exceptional Program Associate to join our organization.

SNI is the non-profit performance improvement affiliate of the California Association of Public Hospitals and Health Systems (CAPH). CAPH is a non-profit trade association located in Oakland, California that represents 21 public hospital systems across California. CAPH provides legislative advocacy and leadership, strategy development, policy development and analysis related to the health care safety net and increasing access to health care for all Californians, with a special emphasis on health reform, coverage expansion, delivery system reform, and health system financing. CAPH and SNI work collaboratively and strategically in the shared space of policy and performance.

SNI provides strategic support to CAPH members as they continue to transform into high-value, sustainable, patient and family centered systems of care. Initiatives include advanced primary care practices, performance excellence, and data-driven organizations. SNI is also involved in strategic support for Whole Person Care (integration of physical and behavioral health services with social services). The Program Associate will have a central role in at least one of these initiatives.

Reporting to the Managing Director, the Program Associate manages all processes needed to deliver effective and efficient programs to support performance excellence at public health care systems. The Program Associate manages the work of SNI teams, in collaboration with staff from CAPH member health systems and with external partners in order to ensure goals are met within established timeframes and budgets. This position is classified as exempt.

PRIMARY RESPONSIBILITIES

Under limited supervision from the Managing Director, the Program Associate will be responsible for the following:

Managing the tasks delineated in SNI team work plans, including setting agendas, facilitating and recording decisions and next steps at team meetings.
Effectively communicating with and actively engaging staff at member public health systems to inform and implement SNI initiatives.
Collaboratively working with SNI staff managing other teams to fully understand all SNI initiatives.
Managing consultants that participate in SNI teams as content experts.
Managing the content and structure of member convenings and member-to-member site visits and overseeing logistics.
Seeking out new information (e.g. on-line research, interview key stakeholders) needed for SNI to provide its members with the most up-to-date thinking and practices to promote performance excellence in health care systems.
Preparing written reports for the CAPH and SNI boards, and other internal and external stakeholders, including funders.

EXPERIENCE

Degree and 5 years of experience in Public Health, Quality Improvement, Ambulatory Health Care An advanced degree and a minimum 3 years of experience preferred
Must be team-oriented and highly organized with strong attention to detail
Understanding of quality improvement and performance measurement
Excellent oral and written communication skills with the ability to communicate complex topics to a variety of audiences
Ability to work independently and coordinate project activities across multiple hospital systems
Competence using Microsoft Office products (e.g., Word, Excel, PowerPoint)
Meeting coordination, including ability to produce organized and accurate schedules, agendas and planning documents
Excellent interpersonal skills and ability to interact professionally and courteously with hospital leadership, staff, and other external contacts
