Opioid Program Manager – Harm Reduction Coalition

Purpose: Coordinate the opioid overdose prevention program and provide training and capacity building for the Center of Expertise in Drug User Health and Opioid Overdose Prevention provides a range of training interventions designed to promote the health of people who use drugs.

Description: The Opioid Program Manager assists in coordinating the opioid overdose prevention activities and participates in developing and providing technical assistance and training for the Center of Expertise.

Duties and Responsibility
Program specific activities:
In collaboration with the Medical Director, Physician Assistant and the Harm Reduction Coalition Capacity Building Service (CBS) department:

Develop, implement and manage work plans related to overdose and drug user health related contracts;
Provide technical assistance and/or trainings to agencies on overdose which may include: community based programs, law enforcement, New York State Department of Corrections, pharmacies and schools;
Follow up on reporting for pharmacies and provide reports to New York State Department of Health on a quarterly basis;
Assist in developing best practices for registered opioid overdose prevention programs that will reinforce the essential elements that are required, and ensure quality services are being provided;
Assist in updating training curricula for law enforcement, and training materials for corrections;
Attend provider and stakeholder meetings;
Serve on committees and workgroups as needed;
Develop educational materials, training curricula, tools and quality indicators as needed;
Revise brochures and training materials as new devices to administer naloxone become available;
Monitor contract deliverables to insure contract compliance;
Provide required reports;
Develop relationships with agencies in regions with high rates of overdose in order to recruit pharmacies and new overdose prevention programs;
Collaborate with Evaluation coordinator to oversee OD supplies and data entry;

Supervise volunteers, interns and staff attached to this program;
• Develop and facilitate agency or contract trainings on various topics relating to drug user health as needed to support both local and national capacity building and advocacy work;

• Provide progress reports to the Medical Director as requested;

• Assist with completing program reports;

Oversee the development and implementation of a b-monthly consumer advisory group to provide input on various topics relating to drug user health;
Assist in activities related to increasing access to buprenorphine as needed.

HRC Activities
Attend staff and program meetings;
Participate in HRC budgeting, grant writing and fundraising activities as needed that will help support the growth and development of the HRC CBS department;
Communicate with Director of CBS and Executive HRC Staff on budgeting for subcontracts with National CBS CDC funded CBA providers;
Contribute to the national conference, regional events, materials production, newsletter, training activities and special projects as needed;
Additional duties as necessary.

Qualifications:
Degree in public health-related discipline and/or minimum of three years “hand-on” experience working in capacity-building, prevention-oriented public health programs, HIV/STI, community-level services, and diverse constituents or an equivalent combination of education and experience;
Knowledge and experience in training curriculum design, development, and delivery;
Experience facilitating trainings and CBS;
Prior knowledge of harm reduction, opioid overdose prevention and drug user health;
Familiarity with marginalized populations and established commitment to cultural diversity and cultural competence is essential;
Excellent oral and written communication skills;
Familiarity with current technology: computers, networks and software, including Windows XP Professional programs such as Microsoft Word and Excel, Power Point, Publisher, Outlook and databases such as MS Access, WordPress, FileMaker Pro;
Ability to prioritize, work semi-independently, and manage multiple responsibilities;
Highly detail-oriented, well-organized, and able to meet deadlines;
Working knowledge of digital communications;
Ability to work as part of a team.

Travel: Position requires some travel within New York State
