Human Resources Manager – Huckleberry Youth Programs

ORGANIZATIONAL OVERVIEW:
Huckleberry Youth Programs’ mission is to educate, inspire, and support underserved youth to develop healthy life choices, to maximize their potential, and to realize their dreams. For 50 years, Huckleberry Youth Programs has partnered with teens and families to overcome adversity. Huckleberry strengthens families and empowers young people with services that promote safety in times of crisis, physical and emotional health and well-being, social justice in communities facing inequality, and educational success. When all youth succeed, the entire community is stronger. The agency employs eighty-five staff members and operates on a $6 million annual budget.

RESPONSIBILITIES:
The Human Resources Director is responsible for the overall management of the Human Resource functions for the agency. This includes coordination of the hiring/termination process; payroll; personnel management; job descriptions; employee and labor relations; employee benefits; compensation analysis; agency insurance; agency-wide trainings; and Human Resource records.

DUTIES:
1. Advise and assist management/staff with interpretation and application of laws, policies and procedures, grievances, benefits, performance management and termination issues.
2. Interpret and provide guidance regarding the union contract and represent the agency in settlement of disciplinary actions.
3. Participate in labor negotiations regarding changes in working conditions, wages and hours.
4. Coordinate the hiring process (i.e., job description development, recruitment and interviewing, and new employee orientations).
5. Oversee payroll implementation and processes.
6. Oversee HR associate duties.
7. Organize and plan agency-wide trainings/functions for all staff (i.e., 1<sup>st</sup> Aid/CPR, TB testing, All Staff Meetings, and Holiday Event).
8. Coordinate and manage agency’s insurance programs, including working closely with the agency’s insurance broker to identify appropriate and cost effective insurance programs (health insurance, dental insurance, general liability, D&O, and workers compensation).
9. Oversee Human Resources records and provide information to complete reporting requirements.
10. Participate on several committees and teams as appointed by Director of Finance and Administration.
11. Other responsibilities as assigned by the Director of Finance and Administration.

QUALIFICATIONS:
1. Bachelor’s degree; PHR certification preferred.
2. Three-five years’ previous HR generalist/management level experience; labor union experience preferred.
3. Excellent oral and written communication skills, planning and project management skills.
4. Demonstrated experience as an effective team leader and ability to manage numerous projects independently.
5. Knowledge of State and Federal employment laws.
6. Computer literate (Microsoft Office and Google Apps).
7. Understanding and demonstrated experience with confidentiality when working with employees.
8. Valid CA driver’s license and ability to to transport.
