Analyst Grants / Contracts – Association of State and Territorial Health Officials – Arlington, VA

Grants & Contracts Management Director will perform the full range of duties associated with monitoring, accounting for, and managing grants & contracts awarded to ASTHO and subcontracts distributed by ASTHO.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include, but not limited to:
1. Review proposals for funding: Review grantor requirements and assist program staff in developing proposals for funding. Evaluate budget proposals for overall reasonableness, correct calculations, and correspondence to the scope of work. Submit proposals to according to funder guidelines and instructions.
2. Review and monitor sub-grants and consulting agreements: Review financial and contractual sections of Requests for Proposals (RFPs). Review vendor audits for initial risk assessment. Work with program staff to review budgets submitted in response to RFPs. Work with programs to insure bids or sole source documentation are complete, accurate, and appropriate. Draft subcontract agreements. Ensure that agreements are within grant budgets and guidelines and protect ASTHO’s interests. Create and maintain records for agreements in the contract management software program. Approve payments in agreement with contract terms. Ensure proper documentation of costs. Work with program staff to monitor financial progress, including receipt and review of required financial reports.
3. Financial reporting: Prepare journal entries and schedules for monthly general ledger closing. Work with external auditors on financial and A-133 audits.
4. Conduct monthly actual to budget analysis and monitoring: Review general ledger financial statements for each project on a monthly basis to ensure proper classification of expenses. Prepare any necessary reclassification journal entries after obtaining appropriate documentation and programmatic approvals. Determine if budget realignments and/or extensions may be necessary and review requests prepared by program staff.
5. Set-up new awards and process amendments: Review terms of award documents, noting special conditions and reporting requirements. Create records for new awards in contract management software; complete documentation for Finance to create G/L and associated reporting records.
6. Insure that all grants, cooperative agreements, contracts, etc. are fully closed out with the funder and that all reports have been submitted and, in conjunction with Finance, that all receivables and expenses have been reconciled.
7. Orient new staff to Grants and Contracts policies and procedures; serve as a technical resource to assist and train programmatic staff in the how and why of grants management; provide All Staff trainings as required.

MINIMUM QUALIFICATIONS:

• Bachelor’s degree required
• Minimum of five years of relevant experience working with federal grants; experience in a state or local health department a plus as is experience with private foundation funding

KNOWLEDGE, SKILLS AND ABILITIES:

• Strong computer skills to include proficiency in MS Office, especially Outlook and Excel, and experience with accounting system software (Great Plains a plus) and other database applications
• Demonstrated ability to work well with accounting and program staff and for carrying out multiple assignments in diverse areas in a customer service environment
• Proven skills with principles and practices of federal grants administration, including familiarity with the Omni Circular, 2 CFR 200 and the HHS implementation, 45 CFR 75; OMB Circulars A-110, A-122, A-133; use of[[http:grants.gov|grants.gov]]
• Knowledge of U.S. Department of Health and Human Services cooperative agreement regulations and guidelines strongly preferred
• Ability to communicate effectively both orally and in writing
• Strong analytical skills
• Ability to prioritize work at hand
• Proven problem-solving skills
• Flexibility in approach and willingness to adapt when necessary
