Operations Manager – Florence Immigrant and Refugee Rights Project – Phoenix, AZ

The Florence Immigrant & Refugee Rights Project (www.firrp.org) is a nonprofit organization providing free legal services to the 3,500 men, women, and unaccompanied children detained on any given day for immigration removal proceedings in Arizona. The Project was founded in 1989 and works with detained immigrants in Florence, Eloy, Phoenix, and Tucson, Arizona. The Florence Project is nationally known for providing high quality legal services and supports initiatives for national change in immigration law and policy.

OPERATIONS MANAGER POSITION

The Florence Project has an immediate opening for an Operations Manager, preferably based in our Phoenix office but may be based in our Tucson office, with regular travel to Phoenix. Reporting to the Executive Director, the Operations Manager is responsible for developing, managing, and enhancing the organization’s human resources and organizational culture. Duties include (but are not limited to) the following:

Human Resources Regulatory & Legal Compliance

Administer employee benefits plans; inform employees of benefits by studying and assessing benefit needs and trends. Manage enrollment periods.
Work with organization’s broker to organize educational programs on benefits, on a yearly basis.
Ensure legal compliance by communicating with the organization’s pro bono human resources professionals, to monitor and implement applicable human resource federal and state requirements.
Maintain the organization’s staff policy manual; communicate with the ED and Board Personnel Committee to ensure it is updated regularly. Recommend necessary changes or updates for consideration by the management team.
Maintain the organization’s past and current employee records, including time off and annual evaluation schedules.
Ensure that the organization is advised by top-notch technical and professional human resources knowledge by working with qualified consultants as available, and by attending educational workshops, reviewing professional publications, and other activities.

Operations

Oversee legal activities as it relates to organizational administration: Contracts, leases, legal documents, insurance requirements, and federal and state nonprofit compliance.
Oversee office administration, in conjunction with office administrative assistants: Systems, document management, infrastructure, hardware, software, tech issues, and other administrative functions for Florence Project offices in Phoenix, Florence, and Tucson. Possibility to supervise 1-2 office administrative assistants.

Staff Recruitment, Hiring and Orientation

Recruit and coordinate interviews for open positions; advise management team on candidate selection. Draft and circulate job descriptions and job requirements for all positions.
Coordinate new staff orientation and onboarding. Coordinate set up of all staff accounts.
Manage staff exit coordination, upon staff departure from the organization.

Staff & Organizational Development

With the ED and management team, coordinate regular Florence Project staff meetings and staff retreats. Maintain bottom line responsibility for meeting and retreat logistics.
Coordinate staff appreciation and recognition activities.
Track professional development and training opportunities; ensure communication of opportunities to staff. As needed, coordinate in-house all staff trainings and work with the management team to conduct staff development needs assessments.

The full-time position is preferably based in our office in central Phoenix, however the position may be based in Tucson, with regular travel to Phoenix. Occasional travel to Florence is also necessary. Salary is commensurate with experience, and includes health, vision, and dental insurance, generous vacation and leave benefits, a limited mileage reimbursement policy, and a positive working environment.

QUALIFICATIONS

B.A. or B.S. degree or comparable experience required. Minimum of 3 years experience in non-profit or corporate administration or human resources strongly preferred.
Must be highly organized with a strong attention to detail, and have excellent communication and writing skills.
Must be flexible and a creative problem solver.
Must be a self starter, take initiative, and able to work independently and also as part of a team.
Must maintain a high level of professionalism, confidentiality, and trustworthiness.
Must be skilled with computer programs such as Word, Excel, and QuickBooks.
Must have reliable transportation, and willingness to travel to all offices in Florence and Phoenix or Tucson several times a month, as needed.
Fluency in Spanish is a plus, but not required.
