Affordable Housing Development Manager – Baltimore Regional Housing Partnership

The Baltimore Regional Housing Partnership (BRHP), a nonprofit organization, is the Regional Administrator for the Baltimore Housing Mobility Program, under contract with the Housing Authority of Baltimore City. The Baltimore Housing Mobility Program has a proven track record of opening pathways to a better future by giving over 2,600 low-income families expanded housing, educational and economic choices in opportunity areas across the region. In 2015, BRHP will assist several hundred additional families to move to communities of opportunity and will continue to serve an additional several hundred families per year through 2018. Each family that chooses to participate and completes the counseling program receives a Housing Choice Voucher, high-quality housing and financial counseling, and support in the transition to the new neighborhood and schools.

BRHP is accepting applications for an Affordable Housing Development Manager. The Development Manager’s primary responsibilities are to oversee a scattered site development program in compliance with HUD regulations throughout the Baltimore Region. BRHP and local developers partner together to increase affordable housing opportunities for program participants throughout the region in high opportunity areas. This position is responsible for implementing the program and developing additional strategies to increase high quality housing opportunities throughout the region. This position will report directly to the Executive Director. This is an exciting opportunity for a candidate to join and lead one of the most innovative Housing Choice Voucher and housing mobility programs in the country.

Position Responsibilities
• Developing partnerships and educating developers interested in participating in the Baltimore Housing Mobility Program
• Updating and enhancing the Baltimore Housing Mobility Program’s development plan to ensure strategic usage of limited financial resources, including pursuing additional funding mechanism and partnerships through Low Income Housing Tax Credits or other affordable housing funding streams
• Managing all transactions, in compliance with federal and local requirements, related to the development program.
• Monitoring project financials in conjunction with the Financial Operations Director
• Coordination and implementation of Project Based Voucher contracts
• Oversight of existing Project Based Voucher contracts
• Prepare and submit to HUD evidentiary documentation required for HUD Field Office review and approval of development units
• Prepare and submit Rental Term Sheets
• Prepare and submit environmental and subsidy layering reviews.
• Coordinate any other required documentation between developers, HUD and other parties.

• Four year degree from a regionally accredited institution in public administration, real estate management, social science or closely related fields.
• Minimum of five years of progressive experience in affordable housing development and/or real estate transactions
• Knowledgeable of HUD regulations, particularly related to affordable housing development
• Valid Maryland driver’s license and automobile insurance required.
• Strong understanding of Baltimore region rental market
• Excellent written and oral communication skills
• Strong organizational skills

Preferred Qualifications
• Prior experience managing scattered site and/or HUD funded development programs
• Knowledge of Housing Choice Voucher program regulations
• Experience developing or managing mixed finance affordable housing properties
• Licensed Maryland attorney
