POSITION:

UNITE HERE HEALTH (the “Fund”) is searching for a Regional/Associate Regional Director of New York, who will be located in its Midtown Manhattan office. This creative, mission-driven, managed-care leader will be an innovative problem-solver and multi-tasker, and a go-getter who can thrive in a fast-paced, rapidly changing environment. This position provides strategic and operational leadership in the New York region (including contiguous New Jersey counties), working closely with Aurora-based (headquarters) Operations and Healthcare Delivery support staff and New York regional providers in the delivery of healthcare programs, systems, and services.

This position directly reports to the Multi-State Regional Director and will have responsibilities for driving benefit design updates/changes and vendor management; aligning a team of service representatives, health promoters, and care coordination staff who outreach to and engage participants; maintaining relationships with local unions and employers; and managing membership growth. The Regional/Associate Regional Director works with the Participant Engagement, Healthcare Delivery Support and Medical Directorate departments (the “Health Strategy Team”) to identify trends and issues, as well as corresponding solutions designed to address/resolve them in the New York region, and to make sure programs are coordinated across regions.

The Multi-State Regional Director, who has assumed the interim duties, will coach and mentor the new Regional/Associate Regional Director in order to transition this position’s full duties and responsibilities to him/her as soon as he/she is ready.

RESPONSIBILITIES:
Provide Leadership in the New York Office

Ensure Participant Services, Care Coordination (Nurse Case Manager and Patient Advocate), and Health Promoters are in-sync in pursuit of strategic objectives.

Hold weekly staff meetings.
Ensure the teams work collaboratively on all aspects of engaging and supporting participants and resolving issues.
Supervise and provide guidance to Office Administrator/Receptionist, Participant Services Supervisor (overseeing 4-5 service representatives), Health Promoter, Nurse Case Manager, and Patient Advocate.

Network/Case Management Vendor Relationship and Monitoring

Manage overall relationship; point person for high-level and strategic communications.

Work with Managed Care and Compliance Specialists (Aurora) as well as NY Participant Services Supervisor to drive resolution of systemic issues that arise (such as systemic benefits/claims payment issues); drive bi-annual vendor meetings on strategic opportunities; contract renewals.

Work with Managed Care and Compliance Specialists to audit, monitor and report on claims and utilization and vendor issues.
Monitor utilization and identify trends and opportunities for participant engagement and possible plan design changes to drive behavior change.

Preferred Patient Centered Medical Home (PCMH) Relationships

Manage overall relationship; point person for high-level and strategic communications.
Develop collaboration opportunities around outreach/recruitment to Preferred PCMH’s, as well as care coordination of complex cases; work with Medical Directorate (Pharmacy and Medical Director) on opportunities, such as free pharmacy through Preferred PCMH’s, potential additional payment models; work with Participant Services Supervisor on resolving participant experience issues.

Oversee Participant Engagement/ Outreach

Design and lead outreach work that supports strategic objectives.Lead and work with New York team on:
PCMH education/recruitment.
Developing subset of participants into healthcare engagement leaders.
Growing Better Living program (CDSMP).
Review and sign-off on all participant communication materials.

Relationship with Local Unions and Employer Trustees

Point person on all strategic conversations and operations on a high level
Direction of participant engagement; benefit design; escalated vendor issues; trend and employer contribution rates.
Ownership of weekly meetings with union leads, i.e., drive agenda and run meeting.

New Business

Work with Participant Services Supervisor to manage enrollment of new units into Local 6’s Plan 105 and the national Food Service Plan.
Integrate Plan 105 and Food Service Plan participants into New York/New Jersey initiatives, wherever possible.

REQUIRED EXPERIENCE:

Minimum of 5+ years’ experience gained through increasingly responsible management positions.
Demonstrated leadership and interpersonal skills in order to lead others to achieve results in a team-oriented environment.
Understanding of healthcare trends and statistical measures of healthcare performance.
Familiarity with some or all the following areas: provider contracting, outcomes measurement and performance improvement, utilization review, case management, physician profiling, pharmacy and therapeutic programs.
Experience with a Taft-Hartley fund, insurance carrier or other third-party benefits payor, as well as familiarity with the operations of welfare fund employee benefit plans preferred.
Substantial experience with low wage and immigrant workers is strongly preferred.

SKILLS:

Computer literacy required, with proficiency in Microsoft Office, including: Word, Excel, Outlook, and PowerPoint preferred.
Strong written and verbal skills. Spanish language proficiency a plus.

Deliver presentations in a professional and effective manner and ability to adapt the presentations to a variety of audiences.

EDUCATION:
Bachelor of Science or Bachelor of Arts (required) or Masters (preferred) in Healthcare Administration, Public Health, other related field, with related healthcare experience.

LANGUAGE: Not required: Spanish highly desired (80% of participants are Spanish speaking).

LOCATION: New York, NY

TRAVEL: Travel when required (primarily to Aurora, IL), and periodically to other regions.
