One of the primary struggles women face during and after their incarceration is reunification with their children, especially when their children are in the foster care system. In addition to providing housing, employment opportunities, mental healthcare, and other stabilizing resources to women coming home from prison and/or jail, A New Way of Life Reentry Project (ANWOL) is also working to ensure that a parent’s incarceration is not used against her in her fight to regain custody of her children.
The Case Manager / Visitation Monitor will provide court support and advocacy to parents who have open cases with the Department of Children and Family Services (DCFS). The Family Reunification Advocate will accompany supported parents to their hearings in Dependency Court, facilitate communication with their court-appointed attorneys and DCFS social workers, help parents track and document their case progress, help them fulfill the requirements of their reunification plans, and provide education and trainings that will support parents with understanding the reunification process.
Primary Responsibilities Include:
⮚ Provide support and advocacy at hearings in Dependency Court, including making sure supported parents have a full understanding of what is taking place in the hearings, flagging any issues and/or accomplishments with the parents’ attorneys, providing advocacy materials, such as certificates and letters of support, and documenting any orders the court makes
⮚ Participate in coalitions and stakeholder meetings impacting the rights of incarcerated and formerly incarcerated parents
⮚ Make appropriate referrals for formerly incarcerated parents who are struggling to regain custody in courts other than Dependency Court (e.g. Probate, Family, etc.)
⮚ Collaborate with court-appointed parents’ attorneys to compile and submit materials that support “significant change of circumstance” prong for 388 petitions, such as letters of support, certificates, visitation logs, etc.
⮚ Develop and present workshops that educate formerly incarcerated parents on the reunification process and provide them with tools to advocate for themselves ⮚ Track and articulate best practices for working with formerly incarcerated parents who are navigating Dependency Court
⮚ Help supported parents stay informed and up to date on their reunification plans; identify and communicate any issues that may require modifications to the plan
⮚ J.D. a plus but not required, with experience in Dependency Court strongly preferred. Must be comfortable communicating with attorneys, judges and other stakeholders in a court setting. Must be able to read and interpret statutes, policies, and regulations concerning the family reunification process, and become comfortable enough with these laws and policies to understand court proceedings and teach the information to others.
⮚ Must have a well-developed social justice ethic and racial justice framework, with a specific understanding of the historical, political, and other contextual factors that lead to disproportionate and discriminatory contact with mass incarceration and the child welfare system.
⮚ Previous experience working with system-impacted communities, including but not limited to people are incarcerated and/or formerly incarcerated; communities of color; women; people who have experienced gender-based violence and/or discrimination; foster youth; anyone else who experiences disproportionate State intrusions and scrutiny based on race, poverty, gender, sexuality, immigration status, or other factors.
⮚ Demonstrated ability to work well independently and pursue opportunities for self-teaching and skill development as needed.
⮚ The ability to build productive and collaborative relationships with institutional actors such as parents’ attorneys, as well as organizational partners.
Terms of Employment:
Candidates must live in the Los Angeles region, and have regular use of a personal vehicle; some travel required.
