Program Manager, Fiscal Management – California School Age Consortium – Oakland, CA

Position Overview

The Program Manager of Fiscal Management is responsible for the development, planning, implementation and evaluation of an array of projects CalSAC fiscally manages for Alameda County. The scope of responsibility includes oversight of fiscally managed projects ranging in budget size from $300k to $3 million. The position will ensure funding is allocated according to deliverables and contract requirements, will maintain all data and reporting, and will work in close collaboration with partners at Alameda County. Reports to Director of Programs. Supervises program staff and interns. Works as part of program team and serves on the leadership team. Contributes to fostering a positive organizational culture amongst staff. Maintains good working relationships with all staff, constituents, volunteers and partner organizations.

Specific responsibilities include, but are not limited to:

Program Management

Develops and maintains program budgets, allocates resources and approves expenditures to ensure that projects are completed within budget and according to timelines and expectations with little to no direction.
Develops, monitors, and maintains quality programs using long and short term program plans, making modifications and improvements as needed with little to no direction.
Self-directed in breaking down a project into steps from beginning to end and manages all the details for the project’s success. Works toward a deadline and keeps all programs on target and within their budgets.
Plans, drafts, and coordinates the production of required program data and reports.
Conducts regular evaluation of the process and outcomes of programs to ensure success.
Develops and maintains efficient systems for organizing and administrating work.
Works creatively to suggest ways to improve systems, elevate communications, streamline processes, and give constituents the best experience possible.

Supervision

Supervises, develops and motivates staff and interns individually, and collectively as an effective and innovative team.
Works with staff and interns to implement activities that match CalSAC’s vision, values, and strategic decisions and assists in relating their strengths to the work of the organization.
Works with staff and interns to engage in program-specific strategic planning, evaluation, and management as appropriate.
Ensures accountability and responsibility among program staff and interns by setting clear goals and expectations, providing timely and helpful feedback, and conducting annual performance reviews.
Maintains a strengths-based approach to management that prioritizes and supports professional development that draws out the talents of staff and interns.

Communications

Develops strategies for marketing services and coordinates the production and distribution of materials.
Builds and maintains positive relationships with staff, interns, constituents, and partners.
Provides ongoing project technical assistance, feedback, and advice to constituents.
Utilizes electronic systems to communicate with constituents. This includes e-newsletters, websites, social networking sites, and an online training request system.

Organizational Leadership

Understands organization’s vision and strategic directions and communicates the vision and values with staff, interns, constituents, and partners.
Manages multiple projects and priorities with little to no direction and able to meet deadlines and work with supervisor when deadlines cannot be met.
Identifies new project opportunities and collaborations to enhance CalSAC’s outreach and impact.
Maintains a working knowledge of significant developments in the field and program areas.
Provides general office support as needed, including back-up on phones, mailing, copying, filing and other front office duties.

Qualifications:

Education & Experience

At least 3 years experience in project coordination with increasing responsibilities, preferably in a nonprofit environment.
Experience with managing budgets and maintaining data or financial systems.
Knowledge of or experience in the out-of-school time field (i.e. afterschool, school-age child care, summer learning, school-based, community based organization, private programs, park and recreation, camps, etc.).
BA degree or equivalent experience.

Skills & Abilities

Highly detail oriented and driven.
Strong facilitator with the ability to generate participation and enthusiasm from staff, interns, volunteers and constituents virtually and in-person.
Well organized and able to maintain effectiveness in a fast-paced environment with multiple projects and changing deadlines.
Problem-solver who takes the initiative to fix issues and pro-actively keep processes on track.
Flexibility and willingness to learn new skills and tools in order to best manage work across a large geographic area and diverse afterschool field.
Works well independently and with others in a team environment.
Proficiency with Microsoft Office Suite including Word, Excel, and Outlook programs.
Proficiency or willingness to learn with back-end applications for managing website content and data.
Ability and willingness to work evening and weekend hours, including overnight travel.
Position requires extensive computer work and some lifting (up to 40lbs).
