Senior Program Director – Pathways to Housing DC – Washington, DC

The Pathways to Housing DC Senior Program Officer oversees all behavioral health and case management programs, articulating and implementing the strategic vision of the organization and evaluating the effectiveness of the programs s/he supervises to improve the lives of persons experiencing and recovering from homelessness. Provides clinical leadership and oversight to multiple departments providing mental health, substance use, and case management services. Provides direction and guidance to managers and supervisors responsible for the delivery of services including, but not limited to, Assertive Community Treatment Teams (ACT), Community Support Team (CS), Permanent Supportive Housing, Supportive Employment, Veterans’ Housing First, and the Urgent Care Clinic at the DC Superior Court. The Senior Program Officer will be responsible for program development and/or enhancements and evaluate service deliveries for quality assurance. Ensures compliance with Department of Behavioral Health (DBH) regulations, medicaid billing practices and contractual agreements. Works collaboratively with other senior managers and leaders, ensuring seamless integration of behavioral health services across programs. May represent agency in meetings with government officials, donors, business partners, community leaders and other individuals.

Responsibilities:

Help to align future growth, evolution, and replication of evidence-based programming towards an integrated vision.

Provide leadership and guidance in the integration of behavioral health services across programs.

Cultivate, retain, and develop program staff who bring high levels of knowledge, skill, and passion to advancing Pathways DC’s mission.

Foster a collaborative, supportive, accountable, and transparent work environment that enables all program staff to continue to contribute at the highest levels to the organization’s mission.

Oversee overall delivery of behavioral health and case management services. May serve as lead clinician on duty as required.

Work in collaboration with Chief Operating Officer to respond to grant applications and RFPs to renew and expand our services.

Uphold fiscal integrity of programs, effectively managing budget while finding strategic, creative and compliant ways to meet emerging programmatic needs

Review and monitor contracts to ensure programs are in compliance with government regulations and agency policies and are providing the highest quality services.

Ensure that MHRS staff are meeting all Medicaid billing expectations. Work with MHRS Clinical Director, QI Director, and COO to ensure staff have the tools, training, and support to meet these objectives.

In collaboration with Medical Director, oversee the operation of the Unity HealthCare Clinic.

Provide and facilitate ongoing coaching, mentoring, supervision, and professional development to program managers and staff.

Guide program managers in effectively using data and evaluation to continuously improve programs and communicate program effectiveness to appropriate stakeholders.

Provide input to all recruitment and separation decisions concerning staff within reporting departments.

Perform other related duties as needed.

Requirements:

Licensed Clinical Social Worker, Licensed Professional Counselor, or Registered Nurse required. If Registered Nurse, Master’s degree required.

Minimum 6 years of progressive management experience supervising professionals in direct work with persons with mental health disorders and/or substance use disorders.

Ability to lead and manage in a fast-moving environment.

Demonstrated capacity to lead the development of collaborative, cross-functional teams and build and inspire the leadership capacity of team members.

Experience managing multiple direct reports toward high standards and fostering an open, trusting, collaborative and respectful team culture.

Experience with the supervision/management of government contracts required.

Experience or familiarity with ACT highly desired

Familiarity with medicaid billing highly desired.
