Request for Proposal – Outreach Content Developer – Texas Association of Community Health Centers

Summary of Need:
The Texas Association of Community Health Centers (TACHC) seeks a contractor to help design and produce a variation of My Texas My Health™ push-cards to be distributed by outreach and enrollment staff within and outside community health centers to help educate and inform patients and consumers about the availability of affordable health insurance and where they can go to get in-person assistance. The push-cards will include photos that represent the characteristics of the remaining uninsured and include specific messaging to promote enrollment in health insurance with a focus in the following areas:
– 365 year-round enrollment for Medicaid and CHIP
– information to young adults graduating from high-school and/or college
– premium tax credits and additional cost savings (e.g. cost sharing reductions)
– awareness about exemptions (e.g. hardship exemptions)
– education about reporting life changes that may qualify for a special enrollment period (e.g. loss of job)

The push-cards will be available in English and be specially designed in Spanish with specific messaging that is culturally and linguistically appropriate. TACHC OE will be responsible for working with the selected contractor to create the content used for the production and design of the materials. A minimum of 350,000 8×6 bilingual push-cards will be printed and distributed to community health centers with a completion date on or before June 16, 2017.

Scope of Work:
The purpose of this RFP is to solicit proposals from qualified firms that specialize in designing multi-cultural and linguistically appropriate materials for low-income populations.
The main objective of these materials is to continue to promote the availability of in-person assistance in community health centers, continue to educate patients and consumers about affordable insurance options and financial assistance available to them, and increase the number of Texans enrolling in health insurance.
The ideal candidate for this project will:
• Have advanced knowledge of low-income populations and social and economic factors that often impact their ability to make health care decisions.
• Have a working knowledge of the Health Insurance Marketplace and state programs such as Medicaid and CHIP. Experience creating materials in this area is preferred.
• Work with TACHC points of contact to review known research about the remaining uninsured and create specific messaging to outreach to this population.
• Research and provide culturally appropriate photos that represent the characteristics of the intended audience.
• Develop electronic sample images of the push-cards for each of the 5 aforementioned focus areas that contain the [[http:MyTexasMyHealth.org|MyTexasMyHealth.org]] branding logo and template (provided by TACHC). Each area should have at least 2 samples for TACHC to review and choose from.
• Translate the materials into Spanish.
• Meet in-person to formally propose the final electronic files or have a web-based platform to share the final product.

Formed in 1983, the Texas Association of Community Health Centers is a private, non-profit membership association that represents and serves Texas safety-net health care providers. TACHC is the federally-designated primary care association (PCA) for Texas. Our members include community health centers, federally-designated migrant, public housing and homeless health care centers, health center networks and other providers who strive to meet the health care needs of the uninsured and underserved. Our services assist members to provide high quality health care and address specific needs of administrators, clinicians, boards of directors and other health center staff. In 2014, community health centers were provided federal funding specifically to hire Certified Application Counselors that assist health center patients and consumers with navigating their health insurance options and then helping patients and consumers with the application and enrollment processes.
