Sierra Health Foundation established the Center for Health Program Management (the Center) in 2012 in recognition of a statewide need for increased community capacity to engage in the planning, implementation and assessment of efforts that seek to address the health needs of California’s underserved.

Leveraging leadership, operational and funding support from Sierra Health Foundation and its partners, the Center establishes investment partnerships with public and private funders; community members; community organizations; national, state and local government agencies; nonprofits and businesses. Taken together, each partner’s unique insights, perspectives and resources make the work of the Center possible.

California Executives’ Alliance to Expand Opportunities for Boys and Men of Color

The California Executives’ Alliance is a gathering of 20 foundation CEOs and Executive Directors in California who have demonstrated a commitment to the issues facing boys and young men of color. The purpose of this alliance is to organize and align the collective efforts in California to strengthen the impact.

In service of this goal, within this California Executives’ Alliance effort, the Center provides a “backbone function,” supporting the infrastructure necessary to coordinate work among partners and push forward the aligned effort. The following are roles and responsibilities of the California Executives’ Alliance “backbone” function: 1) Provide overall project strategic coherence; 2) Serve as a neutral convener and facilitate effective dialogues; 3) Manage data collection and analysis; 4) Utilize measurement as a tool for ongoing collaboration and learning; and 5)support partner engagement and relationship building.

Position Summary

The Program Manager will be a dynamic and detail-oriented individual. Under the direction of the Director of Health Programs, the Program Manager will be part of a team responsible for supporting day-to-day project administration; community, partner and foundation engagement; project communications, and data functions.

This respected and trusted individual enjoys learning and will take creative new approaches, have excellent listening skills and be able to translate communication into written and spoken messages that are clear, concise and effective. This individual will be a strategic thinker, team-builder, innovator and collaborator with an entrepreneurial mindset, who works effectively with diverse stakeholders, and is composed and calm under pressure.

Job Responsibilities

The Program Manager will provide day-to-day support for the California Executives’ Alliance. Key responsibilities include:

Acting as the primary staff responsible for overall coordination of the California Executives’ Alliance and its activities.

Coordinating the planning and management of all California Executives’ Alliance virtual and in-person meetings.

Responsible for the coordination of project consultants including contract management, communication, review of deliverables and performance, and ensuring alignment of the respective areas of work with the direction of the California Executives’ Alliance.

Maintaining an understanding of project implementation challenges and develop comprehensive solutions to address them

Under direction of the Director of Health Programs, providing support to California Executives’ Alliance members in aligning their work (i.e. identifying opportunities for program work to support specific goals).

Facilitating ongoing communication among California Executives’ Alliance partners by organizing and managing regular conference calls or coordinating regular electronic updates.

In coordination with consultants, managing research and other activities with California Executives’ Alliance partners to align strategies and actions, including conducting individual outreach and education, as needed.

Job Qualifications

A master’s degree in health policy, public health, public administration or a related field and/or equivalent experience.

A minimum of 5-7 years’ experience in health policy, public health, electoral campaigns or a related field; experience with legislative and/or executive branch preferred.

At least 3-5 years’ experience in philanthropy as a grant maker, grants administrator, and/or a grantee.

At least 5 years of experience in state and/or local policy – ideally with health as a focus.

Familiarity with key domestic policy related to boys and men of color.

Relevant experience in policy, advocacy and systems change work.

Excellent oral and written communication skills, including public speaking, presentation and group facilitation skills.

Must have a demonstrated ability to initiate and promote public policy initiatives.

Have experience working with policymakers, advocates and the media.

Must have a strong appreciation for the importance of partnership strategies to affect public policy.

Ability to work collaboratively with diverse constituencies and build consensus among a broad range of stakeholders.

Knowledge of program development and implementation methods; health promotion and policy; general management concepts.

Effective leadership, project management, budgeting and relationship-building skills.

Ability to define problems, collect data, establish facts and draw valid conclusions.

Must be team-oriented and highly skilled in working collaboratively with co-workers and organizational partners (i.e. effectively applying active listening, diplomacy and consensus-building skills).

Must be well organized and able to manage multiple projects involving a variety of internal and external collaborators.
