Program Manager, Homeless Services – Lamp Community – Los Angeles, CA

Lamp Community ends homelessness of Los Angeles’ most vulnerable individuals, primarily adults with mental illness, through a continuum of services and housing, enabling them to reach their highest level of self-sufficiency and community integration.

The Associate Director (AD) of Homeless Services is responsible for leading a collaborative effort to house the most vulnerable and chronically homeless individuals in SPA 4. With the support of and in partnership with the members of the Los Angeles Central Providers’ Collaborative (LACPC), the AD will ensure that SPA 4 community has a successful process for tracking, housing and reporting the outcomes of the initiative. In addition, the AD will publicize and model the effective use of the Coordinated Entry System (CES) for all SPA 4 service providers.

ESSENTIAL DUTIES & RESPONSIBILITIES

Develop and maintain a sustained programmatic vision for CES, Downtown Pathway Homes (DPH) and the ongoing administration of the Vulnerability Index
Oversee, implement, and delegate housing coordination and placement for individuals listed in Homeless Registry
Supervise Lamp’s Housing Specialist and AmeriCorp volunteers to ensure coordination with DPH and priority access to housing for the most vulnerable community members
Link collaborative partners with necessary services to ensure a comprehensive continuum of outreach and support services for the most vulnerable community members
Determine strategies for communicating the value of the CES in ending homelessness in downtown LA and for engaging local community leaders to support the CES
Cultivate continued collaboration among LACPC members and housing providers to enhance housing opportunities and rapid placement
Set and manage the timeline for Project deliverables and report to partners and the community at large
Manage and maintain the HMIS data entry system to track the registry and housing placements achieved through the CES
Maintain detailed records and communication logs of the collaborative, outcomes, and achievements

10. Establish and maintain effective working relationships with the general public, elected and appointed officials, and members of the collaborative

11. Effectively manage the public communications for the Project, including the recruitment of volunteers and partners to support the initiative

QUALIFICATIONS

Bachelor’s degree in related field (Social Work, Psychology, or other Human Services) and four years’ full-time experience working with the homeless, preferably those living with mental illness and / or substance addictions; or an equivalent combination of education and experience
Knowledge of other social service providers and LACPC
Ability to communicate and interact with clients in a culturally competent manner
Must be able to evaluate data/information and present the data to the community
Detail oriented with excellent time management, organizational, written, verbal, interpersonal, and computer skills
Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work environment
Able to work effectively with a wide range of constituencies
Strong interpersonal and team building skills
Able to provide direct supervision and management of assigned staff
Able to work with and lead community groups and volunteers

Preferred Qualifications

Masters in Social Work, Psychology, or other Human Services field
Two years’ supervisory experience
Knowledge and experience in chemical dependency and substance abuse treatment
Prior advocacy or academic experience in housing and/or homeless services preferred
