Palms Intervention Manager – Public Health Management Corporation – Philadelphia, PA

JOB DESCRIPTION:
The experienced PALMS Intervention Manager will manage all facets of program implementation and sustainability. The goal of the Promoting Awareness through Live Movement and Sound (PALMS) Teen Pregnancy Prevention research study is to deliver and rigorously evaluate a four session, theater-based teen pregnancy prevention program for African American men ages 15-22. Emphasis is placed on reducing young men’s risk for teen pregnancy and to strengthen protective factors that have been found to be associated with improved sexual decision making and reduced likelihood of teen or unplanned pregnancy. The PALMS Intervention Manager leads and supervises a 3-4 member intervention project team to engage and implement community group interventions through role playing, theater-based education, and tailored messaging to increase self-efficacy to empower young men to be proactive in protecting their sexual and reproductive health. The PALMS Intervention Manager reports directly to the Special Projects Officer, Health Promotion Services.

RESPONSIBILITIES:
• Assist in hiring an supervising staff.
• Daily management of community outreach, recruitment, engagement, and implementation of theater based education.
• Manage all aspects of intervention implementation; scheduling intervention sessions with community partners, supporting focus groups, developing program materials and training manuals, and overseeing intervention activities to maintain fidelity.
• Work with evaluation team to coordinate the collection of process and outcome data and report submission.
• Work closely with evaluation team for planning, implementation, and dissemination activities.
• Participate in the development of proposals and the identification of additional funding.
• Develop, recruit, and facilitate training of lead and peer facilitators and actors.
• Coordinate and monitor all aspects of subcontracting and community partnerships.
• Build relationships with other teen pregnancy prevention programs and social support agencies with a similar mission.
• Monitor the program budget and administration of gift incentives.
• Develop a team environment and convene regularly scheduled meetings with intervention team members.
• Facilitate Youth Advisory Board meetings.
• Conduct presentations at the local, state, and federal level to create awareness.
• Contribute to dissemination activities such as writing and presenting program report findings, drafting components of continuation applications, submitting publications and white papers.

SKILLS:
• Desire and ability to communicate and work effectively with adolescents.
• Superior cultural responsiveness especially related to race, gender, sexual orientation and youth.
• Must have cultural arts background in theater or drama.
• Excellent relational skills, administrative skills, written and oral communications skills, and analytical ability.
• Ability to plan workflow, handle multiple tasks simultaneously, meet deadlines, and follow through on all tasks.
• Ability to take initiative and think creatively and strategically.
• Ability to make recommendations on program implementation and modification.
• Ability to work collaboratively with other systems and organizations.
• Budget monitoring skills.
• Familiar with writing grant proposals and sustaining program funding.

EXPERIENCE
• Must have at least 3 years of experience supervising staff.
• Must have at least 3 years of experience implementing large scale, community level demonstration projects with comprehensive evaluation and community engagement.
• Preferred at least 3 years’ experience in teen pregnancy, HIV/AID, or STI education and prevention services with extensive knowledge of behavior change theories.
• Familiarity with the North, West and South Philadelphia geography, social and clinical services and business community highly preferred.

EDUCATION REQUIREMENT:
Master’s Degree in Public Health, Social Work, Public Policy, Arts and Humanity or related field highly preferred.
