Human Resource Manager – Natural Resource Governance Institute – New York, NY

The Natural Resource Governance Institute (NRGI) helps people to realize the benefits of their countries’ endowments of oil, gas and minerals. We do this through technical advice, advocacy, applied research, policy analysis, and capacity development. We work with innovative agents of change within government ministries, civil society, the media, legislatures, the private sector, and international institutions to promote accountable and effective governance in the extractive industries. The organization recently embarked on a new strategy that focuses on a smaller number of priority countries. These are Colombia, the Democratic Republic of Congo, Ghana, Guinea, Indonesia, Iraq, Libya, Mexico, Mongolia, Myanmar, Nigeria, and Tanzania. NRGI also works in additional “limited engagement” countries, and in advocacy relating to laws and regulations in OECD countries.

We seek a Human Resources Manager to join our team of dedicated professionals. This position will be located in our downtown NYC office, and will report to our Chief Financial Officer.

The Human Resources Manager is responsible for all facets of HR including Recruiting/Staffing, Global Compensation, Benefits, Payroll, Training & Development, Talent Management, and HR Reporting. The HR Manager is a strategic and tactical partner with NRGI’s Management in support of the organization’s growth. The manager will be a global focal point for all HR and manage all aspects of U.S. HR, Payroll and Benefits directly.

Responsibilities include:

Global

Overseeing the global recruiting process. This includes: job description edit/creation, job posting, and candidate screening in partnership with the hiring manager, interviewing, selection, and managing the on-boarding process. Manage consultant agreements to ensure legal employment compliance.
Coordinate with overseas HR consultants and lawyers as necessary to address local issues and implement best practice.
Manage the annual global compensation process.
Manage and oversee the annual performance management process.
Periodically review and update HR policy/procedures which include security and emergency procedures. Coordinate external security protocols with third party experts and local management.
Review and recommend staff professional development opportunities, and in partnership with Senior Management ensure that staff and organization is prepared and positioned for future growth.
Evaluate employee issues as they arise and give advice and counsel based upon common HR practices.

U.S.

Process adjustments to US bi-weekly payroll in NetSuite (includes calculating formula for various plans, i.e., pension and LTD, imputed income). Manage timesheets for 2 non exempts. Process any adjustments to other payrolls as required.
In partnership with Benefits brokers oversees the employee benefit programs and communications which including health, dental, life, disability insurance, 403(b) Plan, commuter benefits.
Initiates Benefit Open Enrollments and monitors expenses related to premium pay-outs.
Other duties as assigned.

Qualifications:

Bachelor’s Degree in Human Resources, Business Administration, or related concentration; PHR or SPHR preferred.
Minimum 5 – 8 years combined HR Generalist/HR Management experience.
Well versed in global employment laws.
Familiar with a multicultural environment. Experience with offices and staff overseas a plus.
Mature, adaptable, resourceful, and detailed oriented, with the ability to work both independently and as a member of a team.
Strong verbal and written communication skills.
MS Office required; Experience with NetSuite preferred.
Ability to multi-task and flexibility to re-align/prioritize a must.
Solid negotiation and creative problem solving skills required.
Exceptional interpersonal skills and confidentiality required.
Demonstrated project management experience including the ability to plan efficiently, organize, and manage complex multiple projects simultaneously with limited supervision or direction, while meeting deadlines.
Non-profit/NGO experience highly desirable
