Director, Human Resources / Administration – National Alliance of State & Territorial AIDS Directors – Washington, DC

Purpose and General Description

Reporting directly to the Executive Director, the Director, Human Resources (HR) & Administration, has responsibility for oversight of all HR and administrative activities. The position plans and implements operational processes and policies in all phases of HR and organizational administration activities and works crossfunctionally and collaboratively to assess, anticipate and solve HR-related issues.

The position ensures the organization is in full compliance with applicable federal, state and local laws and regulations and implements and evaluates ongoing HR policies, programs, functions and activities in order to attract, retain and motivate high performing employees. The position oversees all domestic facilities management and logistics, corporate insurance, maintenance of information technology (IT) systems, procurement and contracts, and meetings and travel. The position also participates as an integral part of senior management teams in reviewing, developing, implementing and evaluating objectives, philosophy and strategic planning in relation to policies, procedures and trends in HR management. The position also serves as principle advisor to the ED on HR and administrative ssues.

Essential Functions

General Leadership and Oversight

Acts as primary HR and administrative officer of the organization. Oversees domestic HR and administrative operations to ensure effective, efficient and legally compliant processes are followed. Designs, coordinates and continuously evaluates HR, IT, logistical and other supporting systems to ensure best practices and alignment with organizational objectives. Partners with Director of International Operations & Compliance to address overall compliance and risk management of the organization for both domestic and international activities. Fosters teamwork, partnership and collaboration among management, staff at all levels, contract employees and subcontractors to ensure smooth operation of organization. Seeks to develop integrated and innovative HR solutions that bring out the best in staff while promoting our mission. Identifies and stays current on legal requirements and government regulations to ensure compliance and continuously monitors HR and administrative activities to mitigate risk.

Human Resources

Accountable for all benefit plans (health, life, COBRA, short/long-termdisabilityworkers’ compensation, unemployment and retirement) and salaryprograms including analysis of cost-effectiveness, market competitiveness, internal equity, compliance and appropriate recordkeeping

Ensures organization-wide development of staff capacity (leadership, projectmanagement, organization, communication, financial, computer skills, etc.)

Oversees recruitment, on-boarding, retention, training and development,employee relations and separations in accordance with overall objectives of the organization and ensures compliance thereof

Oversees performance coaching process, including professional developmentplans

Maintains and expands knowledge and understanding of existing andproposed federal, state and local laws/regulations affecting HR management and ensures compliance thereof

Identifies HR trends that could impact organizational objectives and/oroperational resources and develops means to address, as needed

Oversees processing of payroll

Serves as point of contact for all staff

Administration

Accountable forall activities of organization’sdomestic facilities, operations,office equipment and systems

Ensures staff are aware of policies, procedures and changes as they occurand that all HR and administrative manuals, handbooks and guides are current

Continually enhances office operations and ensures administrative policiesand procedures are maintained

Ensures proper inventory and maintenance of goods consistent with federalregulations and terms of cooperative agreements

Manages vendor relationships

Ensures contracts for office support and administration (property and liabilityinsurance, machinery repair, IT systems and support) are reviewed annually

In conjunction with the Finance and Accounting team, manages procurementof goods such as computer equipment, automobiles, furniture, etc. and oversees inventory management of these goods

In close coordination with Finance and Accounting team, reviews, asnecessary, contracts, subcontracts, amendments or other legally binding documents to ensure compliance

Supervision and Support

Directly supervises, manages and provides coaching to relevant office andadministrative staff

Guides and advises on supervision and performance coaching of all staff toensure legal/regulatory compliance, success of organizational coaching process, and the development and advanced capacity necessary to further overall organizational goals and mission

Information Technology

Assists Operations Manager with IT vendors as needed

Oversees desk-side support, server maintenance and other technology needs

Oversees computer resource purchase and management

Meetings and Conferences

Oversees all travel, meeting and conference functions and ensures they areproactively managed

Ensures contracts with hotels, caterers, travel vendors and shippingcompanies are negotiated and executed in accordance with organizational procedures

In conjunction with the Finance and Accounting team, oversees the travelrelatedpolicies and procedures

Other duties and special projects as assigned.

Minimum Requirements

Skills/Knowledge

Advanced knowledge of core human resources functions (e.g., benefitsmanagement) and facilities management and general administrative activities (e.g., meeting management, member services and IT)

Experience in performance management, employment law/practices,employee relations, staffing and workforce planning

Excellent verbal and written communications skills; ability to relate to alllevels of the organization; ability to create strong relationships quickly with leaders and employees; emotional intelligence to manage difficult messages

Expert knowledge of procurement and contract oversight

Advanced capacity to think strategically about organizational needs andoptions and take initiative to develop and implement

Ability to see “big picture” perspective

Comfort working within a “matrix” management environment

Strong organizational and work management skills and ability to multitaskseveral projects at any given time

Proficiency in Microsoft office applications

Experience/Education

Bachelor’sdegree in Human Resources or Business Administration; 10 yearsof work experience directly related to human resources management and organizational operations; or any equivalent combination of training, education and experience that demonstrates the ability to perform the duties of the position

Diverse experiences in managing a range of administrative areas ofresponsibility and systems

PHR or SPHR certification preferred

Physical Effort and Dexterity

Occasionally required to use general maintenance tools

Must occasionally lift and/or move up to 50 pounds

Visual Acuity, Hearing, and Speaking

Excellent verbal and written command of the English language

Ability to read lengthy paper and electronic reports with small, detailed print

Environment and Scheduling

Interest in working with a national HIV/AIDS and hepatitis public healthorganization

Interest in working within a diverse environment

Willingness to travel domestically as needed
