Community Development Manager – Community Preservation and Development Corporation – Richmond, VA

Position Summary

CPDC seeks a highly organized, experienced, passionate Community Development Manager who will act as the facilitator between residents, communities and a range of other local authority and voluntary sector providers to effect social change and to improve the quality of life. Provide technical assistance and training for residents and resident associations, help to broker relationships with civic and community leaders and a merchant’s association. The position is located in Richmond, Virginia with supervision by CPDC staff located at headquarters in Silver Spring, Maryland.

THE COMMUNITY DEVELOPMENT MANAGER:

Works with residents and community groups to provide a range of activities
Identifies assets and capacities in communities
Builds capacity that allows residents to connect and share knowledge and resources effectively
Sets up new services through collaboration with interested groups
Recruits and trains residents and voluntary staff
Attends meetings and prepare written reports
Acts as a facilitator to promote engagement of individuals, families, whole communities
Identifies resident and community assets, needs, opportunities, rights and responsibilities
Develops activities and services to generate aspiration and confidence

Essential Job Functions

Engage current civic leaders in the Northside neighborhoods specifically in Highland Terrace, Highland Park Southern Tip, Northern Barton Heights, North Highland Park, and Green Park
Identify and engage new leaders among renters and new homeowners, and business owners
Work with CPDC’s Marketing and Communications Department to develop a communications strategy to engage diverse neighborhood audiences
Collaborate with QOL/Storefront/LISC to support establishment of a merchant’s association in developing the implementation of a corridor revitalization plan
Support strategies to implement a community safety initiative in collaboration with LISC/QOL/Storefront
Collect and map data of critical trends in Highland Park Six Points to inform community and stakeholders
In partnership with key stakeholders, convene community meetings to address critical issues and provide education
Support community events (Spring Break, Christmas Crawl, etc.) designed to bring neighbors together

Minimum Requirements

Experience in community development, community organizing, strategic planning, facilitation, conflict negotiation, team building and group dynamics work
Excellent interpersonal skills, self-directed and highly motivated
Strong presentation skills and writing skills
Ability to think, reflect, communicate, make judgments in complicated situations, and show flexibility
Cultural competency to work with residents from diverse backgrounds across boundaries of class, race, and issue
Ability to work flexible schedule that may include some nights and weekends
Bachelor’s degree preferred in urban studies, urban planning, public policy, political science, community development (or comparable), with a minimum of 3 years of commensurate experience.
