Chief Operations Officer – Sasha Bruce Youthwork – Washington, DC

POSITION DESCRIPTION:

Sasha Bruce Youthwork (SBY) is a nonprofit organization dedicated to improving the lives of youth and families in the Washington DC area. The agency includes 19 programs ranging from shelter for homeless youth to service-enriched transitional housing to street outreach, as well as a variety of counseling interventions using a competency-based youth development approach. Under the direction of the Executive Director, the Chief Operations Officer (COO) will improve the agency’s ability to promote its mission through development of strong and cost-efficient vendor relationships. The COO will be responsible for ensuring the infrastructure of the agency supports the programs offering services to youth and families. This position will oversee all real estate properties and their furnishings, vehicles and office equipment. This individual will serve as a member of the senior management team, actively participate in program planning to provide the infrastructure necessary, and will be responsible for creating and adhering to a budget for maintenance and infrastructure operations to accomplish strategic and operational goals. The COO will supervise reception staff at the agency’s headquarters, facilities’ maintenance operations, information technology contractors, as well as the Human Resources Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Works closely with the ED and senior management to determine future needs of SBY for residences, offices, technology, vehicles, etc and creating a budget that reflects agency goals

Ensures insurance is adequate, cost-effective and recorded for all agency needs
Manages inventory of equipment and supplies on an ongoing basis, and assists with the agency’s independent audit in areas related to organizational operations

Develops and executes an information technology plan for the agency and ensures the technology and communication needs of the agency are met though supervision of the IT staff and/or outside contractors

Provides oversight of Human Resource operations, including the direct supervision of the Human Resources Coordinator or HR subcontractors

Ensures leases, mortgages, facility licenses and all property warranties are secured and available
In concert with ED and finance staff, this position will track operational and personnel expenses on an ongoing basis to ensure cost-effectiveness and alignment with budgets

Ensures the administrative functions are adequately provided through supervision of front desk personnel

Ensures that a comprehensive maintenance and repair plan for all the material goods of SBY is established and presented to the Executive Director with priority for immediate repair and eventual replacement

Ensures quality of outside contractors through their selection and supervision and adherence to A133 audit guidelines and provides oversight and reporting on contractors, vendors, employees and/or consultants in the resolution of IT, equipment, and assets for multiple locations

Ensures all vehicles meet safety standards through maintenance plans and leasing and purchase as necessary

Seeks in-kind support from businesses and community groups

Serves as the primary backup for maintenance with knowledge and skills to perform hands on maintenance when needed due to staffing shortage or emergency

Ensures economical purchases and efficient inventory records are kept

Works collaboratively with Program Managers to ensure that agency policies regarding maintenance and vehicles are fully observed and enforced

Works collaboratively with leadership across the organization to ensure strategic goals are met

Manages major projects as requested for assigned locations and programs, re-evaluates and negotiates vendor contracts and makes recommendations, formulates and implements preventative maintenance programs and communicates resource needs and facilitates plans

Must track, monitor, and manage relevant liability insurance including liability insurances, vehicular distributions, building accesses, and keys, computer accesses, and the like

REQUIREMENTS:

Bachelor’s degree, preferably with concentration in business, finance, real estate, or planning

Minimum of five (5) years of operational management experience that includes developing, managing, and monitoring budgets

Proven ability to effectively lead, mentor, develop, and supervise others with a capacity to develop, foster and work effectively within a cohesive team environment

Understanding of various Federal, State and Local codes and regulations involving facilities in addition to A-133 audit requirements for nonprofit operations

Proficiency in reading budgets, creating complex project management spreadsheets, using MS Word, MS Excel, MS Outlook preferred

Proven ability to organize and execute multiple high-quality projects on budget and according to established timelines

Strong contract management skills

Keen ability to manage conflicting priorities and make sound business decisions

Excellent communication skills including public speaking, writing, active listening, and synthesizing information from diverse sources when working with colleagues, members, and volunteers

Stellar interpersonal skills and ability to cultivate an atmosphere of collaboration, integrity, trust, diversity, and respect

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists

Ability to set priorities and make appropriate decisions on repairs or assignments, contingent upon availability of manpower or budget

Ability to attend, at times, night or weekend community meetings.
