Chief Health Officer – Albuquerque – Raffa

Albuquerque Health Care for the Homeless seeks a strategic, passionate, and innovative Chief Health Officer (CHO) who will continue to advance the organization’s work to deliver person-centered and integrated health care to individuals and families experiencing homelessness.

The Organization
Founded in 1985, AHCH’s mission is to provide caring and comprehensive health and integrated supportive services, to link people experiencing homelessness to individual and collective solutions, to be a leader in implementing innovative service models, to be a catalyst for solutions to homelessness, and to uphold a commitment to diversity and equity.

AHCH provides comprehensive, transdisciplinary services that address the health related causes and consequences of homelessness. This integrated services model is designed to respond to the complex needs of people experiencing homelessness through outreach, low demand settings, and site-based services to create alternative entryways to care. A centralized health campus is located just north of Downtown Albuquerque. Four buildings organized around a welcoming courtyard constitute more than 30,000 square feet of service space that is AHCH’s base of community-wide operations.

Our services fall into the following major areas:
Primary care medical, dental, and pharmacy services: A Patient-Centered Medical Home recognized by the National Commission on Quality Assurance, AHCH medical teams provide primary care in integrated clinical settings, while responding to urgent needs. The dental clinic provides comprehensive, routine, emergency and preventive services, including dentures. A Class A Clinic pharmacy is on site.
Behavioral health services: AHCH therapists provide individual and groups therapy for a range of behavioral health disorders, including integration with medical providers for medication-assisted treatment. The medical team includes two psychiatric providers.
Harm Reduction Outreach and Prevention services: A street outreach-based program offering prevention and harm reduction services to people using substances and at-risk for HIV and other infectious diseases. Services include engagement, overdose prevention, testing and vaccines, syringe exchange and peer education groups, acupuncture detox, and other prevention education services.
ArtStreet: A community art studio and art therapy, including both open studio times for art-making, closed studio art-therapy groups for population sub-groups, and civic engagement and revenue generation through 12-15 public exhibits annually.
Comprehensive social support services: Including client advocacy, case management, housing assistance, benefits enrollment, navigation and a Resource Center.
AHCH is a standalone Federally Qualified Health Center and a 330(h) Health Care for the Homeless grantee. We are also a 501(c)(3) private organization, governed by a 14-18 person board that meets monthly. The organization’s current budget is nearly $9 million, made up of a diversified funding base of over 40 federal, state, city, county, and private philanthropic revenue streams. Currently, we have just over 100 staff.

Advocacy is another essential component of our work. AHCH advocates solutions that help eliminate homelessness, including: living wages/entitlements, housing, and access to health care. A Board Policy Committee invites staff to join with governing board members at monthly meetings to prioritize and plan AHCH’s advocacy positions and activities. Our Executive Director, Jenny Metzler, is the incoming board chair of the National Health Care for the Homeless Council.

In October 2015, we opened our newly constructed Resource Center that expanded our campus by 8,600 square feet. The $3.65 million building, paid entirely through opportunities made available to Federally Qualified Health Centers through the Affordable Care Act, has expanded our capacity to provide in-house social services and to house a range of out-stationed community services for people without homes.

The Position
The CHO needs to fully embrace our goals of person centered and integrated health care provided with dignity to persons experiencing homelessness, and be welcoming and supportive of our diverse work place, including the diversity of circumstances and backgrounds of our clients.

Reporting to the Executive Director, the CHO is a key member of the senior management team, which also includes a Director of Finance, Director of Health Systems Management, Director of Human Resources, Director of Behavioral Health & Social Services Programs, and Director of Development, Planning & Evaluation. The independently licensed clinical leadership of Medical Director, Dental Director, Pharmacist, and Charge Nurse all report to the CHO.

Key Responsibilities
Provide leadership and oversight of all AHCH primary care programs.
Foster integration of services across all disciplines.
Provide collaborative management and support to the medical, dental, and pharmacy teams, leading to innovations in service delivery that fosters success.
Ensure compliance, QI/QA, patient safety, and relevant capabilities of data and reporting.
Lead primary care program credentialing, privileging, peer review.
Develop relevant policies and procedures that foster person centered health care and integration.
Build external strategic alliances to support AHCH’s strategic priorities.
Provide leadership for and facilitate annual program planning for primary care programs.
Participate as a leader in primary care/behavioral health integration initiative and other efforts such as implementation of Patient-Centered Medical Home.
Foster a collaborative, supportive and collegial environment among clinical and non-clinical staff.
Help articulate the perspective of primary care providers to the senior management team and balance these perspectives within overall organizational goals.

A strong passion for the mission and philosophy of AHCH and belief that homelessness is unacceptable and should be eliminated.
Exceptional interpersonal skills, strong written and oral communication skills, including being a good listener, consensus builder, and the ability to interact with and bridge diverse audiences.
Experience with health care regulation and administration, particularly in the areas of quality control, compliance, and licensing.
An inspiring and inclusive leadership style with a successful track record of collaboratively managing, developing and coaching staff.
Direct experience working with persons experiencing homelessness preferred.
Experience working in a community health setting directing clinical operations strongly preferred.
Ability to capitalize on opportunities and address barriers to services within an expanded health campus and expanded outreach settings.
Experience developing collaborative and positive relationships with different health system stakeholder groups.
Experience with culturally and racially diverse staff and constituencies.
Bilingual in Spanish and English preferred.
MSN Administration, Master of Public Health or Master in Health Administration, or commensurate advanced training; and 5 years of experience in a clinical setting providing supervision and program oversight.
