General Description

The Criminal Court Appointed Attorneys Program (CAAP) Manager position at the Alameda County Bar Association is an exempt position reporting to the CAAP Director. This position is responsible for supervising the CAAP Billing and Referral Specialists, providing support to the CAAP director, providing technical support to CAAP panel attorneys, including developing mandatory and on-going training, and ensuring compliance with the contract, including mandatory statistical reporting. This position is funded by a contract with the County of Alameda to provide conflict indigent legal defense services when the Alameda County Public Defender is unable to provide representation due to a conflict of interest or other valid reason.

Key Responsibilities

Review, screen and process annual participation agreements, ensure all requisite documents are submitted and complete, check references as appropriate; maintain CAAP attorney files and update records as needed; evaluate data collection system and procedures and recommend improvements to promote accuracy and efficient use of resources.

2. Compile, analyze and ensure timely submission of monthly, quarterly and annual statistical reports required by the County and other stakeholders.

3. Assist the CAAP Director and CAAP Billing Specialist in reviewing and auditing CAAP attorney billings for accuracy and resolving billing issues/disputes with panel members.

4. Work with the CAAP Training Sub-Committee to design, implement and evaluate voluntary and mandatory training programs for CAAP panel attorneys including program publicity, pre-registration, staffing, attendance records, , and ensuring compliance with mandatory CLE requirements and the CAAP Rules and Regulations.

5. Supervise the CAAP Billing Specialist and Conflict Referral Specialist positions, ensure procedures for each position are updated regularly, and develop a cross-training program to allow coverage of these positions during absences/vacancies.

6. Assist the CAAP Director in coordinating, preparing for and facilitating the monthly CAAP Advisory Committee meetings and other sub-committee meetings as required; take and maintain minutes of the monthly CAAP Advisory Committee meetings; help identify potential committee members.

7. Attend and participate in Court, County and inter-agency meetings, when the CAAP Director is unavailable.

8. Provide assistance to the ACBA as needed. This category of duties includes participation at staff meetings and assisting with major ACBA events and programs.

Minimum Qualifications

A Bachelors degree. Experience with criminal law in some capacity is preferred. Juris Doctorate degree preferred but not required.

A minimum of two years of program administration experience including file and record maintenance, contract compliance, compiling and analyzing statistics, and supervision.

Excellent written, oral and interpersonal communication skills.

Excellent organizational and prioritization skills.

Ability to work well under pressure.

Ability to work well in a team-oriented environment.

Comfort with databases and Microsoft Office (Access, Excel and Word) and internet research.
