Director, Immigration Department – Catholic Charities of Los Angeles Inc

Responsibilities:

IRD seeks an Immigration and Refugee Department Program Director responsible for the oversight and supervision of all IRD program components in its Los Angeles, Glendale and Inglewood offices. Essential responsibilities for this position:

Promotes continuous quality improvement and service delivery that is aligned with the Catholic Charities’ mission.

Plans, organizes, and conducts IRD programs.

Ensures compliance with contract provisions and government regulations.

Prepares IRD program proposals and activity reports for funders, drafts budgets and reviews fiscal performance.

Manage program budget, monitor funding compliance, and submit grant proposals and quarterly reports to foundations, state, and federal agencies.

Negotiates with responsible officials regarding IRD contracts, budgets, and other matters relating to the operation of the programs.

Provides quality program management and immigration legal supervision with IRD staff on a regular basis.

Ensures that casework and staff are adequately supervised.

Ensures that all staff maintain competency in immigration/refugee law and procedure.

Ensure compliance with ethical rules and all applicable regulations.

Oversees and monitors the Council of Accreditation Immigration and Refugee Program standards for excellent professional best practices.

Oversees and monitors the Performance Quality Improvement standards based on the Council of Accreditation standards.

Ensures maintenance of program records in accordance with approved standards and practices.

Advises in recruitment, selection, retention, and training of IRD program staff.

Conducts annual performance evaluations of IRD program staff.

Reports to the Chief Administrative Officer on the status of IRD programs and matters affecting policy.

Develops IRD program policies and procedures to ensure contractual and legal compliance as well as establishing program performance standards.

Develops and maintains relationships with partner organizations.

Develops and recruits pro-bono attorneys.

Has substantial experience recruiting and developing Advisory Board members to primarily focus on raising revenues to support and expand program goals.

Develops and executes IRD’s short and long term fundraising plans.

Coordinates the development of an Advisory Board to assist in fundraising events.

Develops training standards for all staff.

Identifies and monitors specific training needs of staff on an on-going basis.

Represents Catholic Charities at community functions, and at other events as requested.

Participate in administrative and legislative advocacy at local and national levels.

Prepare IRD for significant changes in immigration law and their impact on program development and client services.

Performs related duties as required.

Qualifications:

Bachelor’s degree in a relevant field required; Master’s degree preferred.

Minimum of seven (7) years experience in the nonprofit sector and four (4) years managing/ supervising a diverse workforce providing immigration legal services.

Preferred experience managing immigration legal services and refugee resettlement combined.

Successful track record of government contract and philanthropic funding management preferred.

Spanish reading, writing and speaking fluency preferred with competency to serve clients from a variety of cultures.

Proven track record in fundraising activities that produce unrestricted revenues.

Location:

Our office is located at 1530 James M. Wood Blvd., Los Angeles, CA 90015. This position will require regional travel. Mileage is reimbursed.

Employment Type: Full Time, Exempt, M-F, 8:30 am – 5:00 pm

Salary:Competitive salary, commensurate with experience. Generous benefits package, including health, dental, vision, sick and vacation time, and 10 paid holidays/year. All new hires are subject to a 6 month probationary period.
