Position Summary

The Program Coordinator will report directly to the Director of Program Implementation and will both backstop UCP’s international program portfolio. UCP Wheels is currently implementing USAID-funded programs in Indonesia, El Salvador, Nicaragua, Ukraine, and China and provides technical assistance in other countries to partners on an as-agreed basis.

The Program Coordinator will be responsible for supporting and backstopping staff and program implementation in all field offices from our headquarters office in North Hollywood, California. S/he is pivotal to ensuring professional communications and workflow between UCP HQ, UCP Field Offices, UCP partners, and UCP donors. The Program Coordinator will be responsible for supporting the organization in meeting its objectives in a timely and compliant manner, as well as inputting to program and partnership development in coordination with HQ and field leadership.

Major Responsibilities

Primary point of contact on day-to-day programming questions affecting his/her portfolio
Coordinate and manage project and grant planning and implementation needs at the HQ and top-line level in partnership with field leadership and the Director of Program Implementation
Backstop USAID-funded programs, ensuring that department-wide deadlines are met, projects are progressing effectively, and USAID regulations are being fulfilled
Work with the Director of Program Implementation to identify short-term program objectives; develop and execute strategies to meet these objectives
Coordinate logistics for all program activities
Translate program documents from English to Spanish and vice-versa
Provide day-to-day support to the Director of Program Implementation, including the management of consultants, interns, and volunteers
Other responsibilities as assigned

Representative Sample of Activities You Will Engage in as the Role Holder

Help field offices to draft and/or update work plans
Manage award modifications with donors
Write, edit, or compile reports
Draft Terms of Reference for partnerships, activities, consultants, and other needs
Liaise with local governments, partners, and others during the cycle of program implementation
Represent UCP at international meetings, conferences, and events
Review and/or monitor field finances and work as main point of contact between field offices and HQ finance team in resolution of financial issues
International procurement
Conduct needs or capacity assessments
Backstop or lead program development activities as required by Director of Program Development with approval from Director of Program Implementation
International and domestic travel, up to 30% of the time. Must be able to handle complications that arise during international travel between offices with independence.

Key Capabilities

Understanding: USAID regulations, NGO program management standards, the CRPD, and issues/best practice that affect our constituents. Knowledge or experience with JSI, World Vision, or similar health and/or right focused INGOs would be an asset.
Language: Bilingual Spanish-English with ability to provide quality written and verbal translation (non-simultaneous)
Influencing: Gets others to accept ideas by using convincing arguments; creates a win- win situation.
Communications: Skilled in creating written and oral communications for various audiences. Ability to convey complex ideas through brief, simple materials. Experience and credibility when presenting materials to multiple audiences.
Planning: Experience in complex project planning.
Risk Management: Possesses good judgment and ability to understand and/or manage risk issues within international NGO programming. Knows when to elevate a risk to upper management for consideration.
Project Management: Experience backstopping complex, partnership-oriented projects, leading or supporting multiple teams in wide geographical areas who are all working in parallel, including coordinating with peers to achieve desired outcomes, and tracking and reporting on progress to senior leadership.
Collaboration:Effective at working with others to reach a common goal or objective.
Relationship Building:Ability to build and maintain productive long-term relationships with key stakeholders.

Interdependencies with Other Functions:

Works across multiple functions with multiple teams including program management, finance, logistics, administrative, partnership, and executive representatives both domestically and internationally.

Reporting Relationships:

Reports directly to the Director of Program Implementation. Directly and independently supervises consultants, interns, volunteers and future program management support staff as required.

All sites are in full compliance with USAID and other donor regulations
Field leadership is supported in a timely and effective manner
Work planning, reporting, and program management activities are conducted effectively, fully, without error, and within established deadlines
Programs are backstopped in a manner that is cultural sensitive and fully supportive of field leadership and Director of Program Implementation

Position Requirements:

Minimum 3-5 years work experience, preferably with an international organization. Volunteer experience with Peace Corps or VSO is considered applicable by the hiring manager.
Prior experience working in developing countries preferred
Knowledge of USAID regulations required
Self-motivated and self-directed. Ability to work independently and initiate new activities
Computer skills: expertise in Word, Excel, Power Point required
Flexibility and ability to prioritize and multi-task
Fluency in English & Spanish required
Strong communication skills both verbally and written
Willingness to travel internationally as needed
Experience with project management systems such as PMD Pro or PMP is an asset.
