Operations / Facilities Manager – New York Harm Reduction Educators – Bronx, NY

From its activist beginnings as an underground needle exchange, New York Harm Reduction Educators (NYHRE) is now New York’s largest syringe exchange program, serving over 5,000 low-income drug users and street-based sex workers each year in the Bronx and East Harlem using a unique street-side, low-threshold model. Rooted in social and economic justice, NYHRE provides integrated educational, supportive and substance use services in a non-coercive, grass roots manner that help participants empower themselves, improve the quality of their lives and have a positive impact on our communities.

Position Summary:

The Operations & Facilities Manageris responsible for facilities management, day-to-day administration of the agency, and operational support to the syringe exchange and drop-in center programs to insure the provision of high quality services. The Operations & Facilities Managerposition works across all program areas and presents a unique opportunity for an organized, self-motivated individual to work with the management team to develop and implement administrative systems to foster efficient operations and facilitate organizational development and sustainability. This is a fast-paced and demanding position that is key to ensuring that NYHRE operates effectively and in a manner consistent with the principles of Harm Reduction while respecting and valuing the cultural orientation of the people we serve. The Operations & Facilities Manager is responsible for anticipating problems and modeling behavior consistent with an agency culture that values empowerment, growth and collaborative team-based management.

Responsibilities:

Operations:

Coordinate all of NYHRE’s administrative operations
Responsible for government compliance and maintaining all administrative files and records
Develop and implement systems to ensure efficient office functioning and the smooth operations of program services
Manage the organization’s purchasing procedures (office supplies, program materials, equipment, and services) to ensure the most economical use of funds and that program needs are met.
Maintain inventory and filing systems for all equipment and supplies
Create and maintain relationships with vendors
analyzed vendor accounts (including liability and health insurance) and negotiate extended terms, agreements, and leases
Track the cost of goods for service delivery across programs
Assist in the implementation of NYHRE’s policies and procedures and maintain necessary documentation
Work closely with the Director of Outreach and Advocacy and the Director of Supportive Services to support the delivery of high quality services to participants
Other operational/administrative duties as assigned

Facilities Management

Responsible for agency facilities and equipment, which include two offices and three vehicles. Liaise with staff, landlords/management agents and vendors as needed
Manage warehouse inventory – North Bronx, South Bronx, Queens
Manage file storage inventory- Manhattan
Allocate parking spaces and decals.
Inspect structure of building and determine if repairs are needed.
Oversee printing and reproduction services.
Manage telecommunications, including installation of telecommunications systems.
Supervise renovations and additions.
Transport, dispose of, or relocate office equipment and furniture.
Evaluate and adjust energy expenditures.
Advise staff on how to reduce utility bills.
Ensures facilities/vehicles are up to date with inspections- fire, HVAC, vehicles/permits
Coordinate all logistics related to moving and/or consolidating physical office space

Experience:

Three – five years work experience with administrative and/or operations responsibilities desired. Experience with non-profit organizations providing direct services a plus.
College degree or 5 years equivalent work experience required
Must be a logistically-oriented systems-thinker, with strong interpersonal skills, excellent written and oral communication skills, and the ability and willingness to be hands-on and creatively solve problems as they arise.
Must be detail oriented and possess excellent organizational skills and the ability to prioritize tasks effectively and meet deadlines
Must be resourceful and have the ability to anticipate needs and work independently on multiple tasks simultaneously
Discretion, diplomacy and the ability to manage sensitive and confidential information with integrity is necessary
We are specifically looking for candidates who are committed to the principles of Harm Reduction and to working with low-income people who use drugs or engage in sex work.
Must be available during non-traditional hours (evenings and weekends) to address emergencies or urgent program needs. Must be willing and able to work outdoors to meet street-site needs or at the Lexington drop in center (no more than 5% of the time); hours may vary. (
Proficiency with MS Office (including Word, Excel and Outlook), Windows 7 and use of the Internet for research required.
Bilingual (Spanish) preferred.
