Children’s Program Supervisor – Solid Ground – Seattle, WA

JOB SUMMARY: The Broadview Children’s Program Supervisor provides on-site supervision and direction at Solid Ground’s Broadview’s confidential domestic violence program. As required the Children’s Program Supervisor works across other Solid Ground residential housing programs to provide services and support to children and their families including Sand Point Family, Brettler Family Place Permanent Housing, and Phyllis Gutierrez Kenny.

Broadview is a 24 hour facility providing emergency shelter (10 units), transitional housing (21 units) and support services to women, children and youth whose lives have been disrupted by family violence, substance abuse, inadequate medical and mental health care, long periods of family separation, child abuse and neglect and poverty. Support services include on-site crisis intervention, case management and advocacy-based counseling, legal advocacy, information and referral, and long-term stabilization services.

Other residential programs serve previously homeless families living in permanent housing at Sand Point. Services provided include open-ended, culturally competent, individually tailored case management to assist families with resources needed to maintain their housing, develop life skills to prevent homelessness, and insure that all families, including children, have the resources and tools they need to become self-sufficient, contributing members of their community.

The Children’s Program Supervisor is responsible for managing the day-to-day operation of services for children primarily at Broadview shelter, including supervising the Child Advocates, Children’s Group Facilitators, Volunteers, On-call Staff, and providing direct service to clients. Coordinates program client services across programs, providing oversight and administration.

ESSENTIAL RESPONSIBILITIES, DUTIES AND TASKS:

30% Provide leadership, oversight and support to facilitate delivery of services within the programs. Oversee the day to day operations of children and youth programming, including child intake, development of case plans, advocacy, referrals, age appropriate support groups and activities, and other support services for children, youth, and parents. Enforce program and agency policy and procedures; report child and youth concerns to Child Protective Services and coordinate follow up.

Develop new programming that matches agency strategic goals, reaching all children and families. Provide influence to all programs, creating consistency and systems across programs and partnerships for more fluid service and sharing of resources.

Identify and communicate program issues to Department Director. Work closely within teams to integrate agency directives, policies and procedures within program services as needed.

Cultivate and develop donors, partners, volunteers and providers across programs. Plan events for families and volunteers. Establish and maintain effective collaborative relationships. Work with current and potential donors, speaking on behalf of the agency. Incorporate new models into existing programming.

25% Hire, train, supervise and evaluate regular and on-call Children and Youth program staff as well as provide supervision to volunteers and interns. Orient to policy and procedure. Provide necessary staff support through regular staff meetings, individual case supervision and case consultation. Provide coaching and collaborative team building skills to help Children’s Staff effectively assist clients. Identify and schedule trainings and workshops to enhance staff skills. Schedule programming and coordinate adequate coverage for children’s program. Recruit, orient, schedule, maintain, supervise and recognize volunteers. Ensure that staff and volunteers comply with Solid Ground protocols.

20% Assess program needs and develop new and effective programming and policy for children based in best practices. Develop and implement policies, procedures, practices and forms. Focus on health, safety, limiting liability, and practice a trauma informed care model. Research best practices. Lead Emergency Preparedness and Safety at Broadview and collaborate with Sand Point campus.

Work with Resource Development in the development of grant proposals and or fundraising activities. Develop and increase collaborations with providers in order to deliver services to clients seamlessly.

15% Work with the Housing Managers to ensure the coordination of services within emergency shelter, transitional housing, permanent housing and children/youth programs; Provide crisis intervention, advocacy-based counseling, group activities, information and referral, and other support services to children’s program and emergency shelter and transitional housing program residents as necessary; work to foster an atmosphere of support and safety and support for residents, staff and volunteers.

5% Review children and youth program resident records and case files to ensure program records and resident documentation are maintained adequately and consistently as required for compliance and contracts. Prepare monthly reports for contract monitors and agency. Assist with development of program budget; monitor and track program expenses.

5% Participate in program, department, Solid Ground agency and Broadview and Sand Point Housing meetings and relevant trainings. Conduct outreach with community agencies and coordinate services with outside providers, networking and increasing knowledge of local resources.

The Children’s Program Supervisor is also part of the Broadview on-call team evenings and weekends, one week per month and provides support to all housing staff.

EDUCATION and EXPERIENCE:

Requires one of the following:

(a) Five years of direct social service experience including at least two years working directly with low-income women, children and youth in a residential program setting OR

(b) Bachelor’s degree in child development/education or a related field and at least two years experience working directly with low-income women, children and youth in a residential program setting OR

(c) Any combination of education, experience and measurable performance which demonstrates the capability to perform the duties of this position.

Also requires:

(a) At least two years of experience providing advocacy to victims of domestic violence within a domestic violence agency

(b) A minimum of fifty hours of training on domestic violence issues and advocacy within three years of being hired as a supervisor

(c) Three years of experience supervising staff

(d) Experience facilitating support groups for children, youth and adults

(e) Experience with crisis intervention, conflict resolution, child development and case management services with women and children and with providing advocacy-based counseling services to victims of domestic violence

(f) Knowledge of principals of child development, parent education, familiarity with issues of homelessness, domestic violence, child abuse and sexual assault, and knowledge of local resources available to assist children, youth and women impacted by these issues

MINIMUM QUALIFICATIONS:

Excellent communication skills, both oral and written
Good organizational and record keeping skills, including the ability to maintain accurate and confidential files
Work on several projects at the same time with constant interruptions
Work with minimal supervision
Excellent problem solving, facilitation and conflict resolution skills and the ability to exercise considerable independent judgment and skill in handling emergency situations
Ability and willingness to work individually in a self-directed manner and as part of a team. Ability to promote team work among staff
Basic knowledge of computer software (Microsoft Word and Outlook)
Willingness and ability to work with people from a variety of racial, cultural and economic backgrounds, with various lifestyles, sexual orientations, and of all ages
Positive work ethic, willingness and ability to allow for a flexible schedule, including being on-call 24 hours a day one week per month
Valid driver’s license, and willingness to drive program van as needed throughout King County

PHYSICAL DEMANDS/WORKING CONDITIONS: This position works in a crisis shelter environment, 80% of the time in the office and 20% in the field. Time in the office is 50% computers, 40% meetings, and 10% phones. Work is frequently interrupted by the immediate needs of a client in crisis. Work involves physical movement throughout the facility and the ability to climb 4 flights of stairs. Position requires employee to lift/carry 15-30 pounds, and push/pull 50+ pounds. Position has the ability to sit/stand as needed.

HOURS AND COMPENSATION: This is a part time (20 hours/week) position paying $2,065 per month plus benefits.
