Housing Services Manager: Site-Based – New Directions for Veterans – Los Angeles, CA

Summary:New Directions for Veterans (NDVets) provides housing and social services for veterans experiencing homelessness. We provide a wide range of services for homeless veterans, such as workforce development, housing stability support, rapid re-housing, and family reunification services.

The Housing department oversees the operations and financing of NDVets’ permanent supportive housing and rapid re-housing programs. We currently provide supportive housing services to over 250 households, situated at both project-based and scattered site locations.

The Housing Services Manager oversees social service operations in permanent supportive housing that serves formerly homeless Veterans with one or more disabling conditions (severe mental illness, substance abuse, physical disability, and chronic illness including HIV/AIDS).

The Housing Services Manager is a key member of the housing services team, supervising a staff of Service Coordinators and reporting directly to the Director of Housing Services.NDVets is committed to creating lasting housing options for vulnerable veterans living on the streets. Our housing services focus on relationship building, tenant empowerment, and wrap-around care through a team-based model.

This position is ideal for experienced case managers with extensive background in supportive housing looking to develop supervisorial experience, or for experienced program managers looking to expand into providing supportive services specific to veterans in housing.

Knowledge, Skills, Abilities Requirements Provide direct supervision to 6-8 resident services coordinators (RSC’s) who work out of 4 supportive housing units located in North Hills at the Sepulveda V.A. campus (3 days a week), in Boyle Heights (1 day) and El Monte (1 day). Assist staff in providing services and care management to tenants, and work directly with tenants in need of crisis intervention. Demonstrate continuous effort to evaluate program effectiveness; improve operations;

streamline work processes; and work cooperatively with property management and community partners.

Participate and oversee the development and implementation of staff programs, including staff retreats, team-building, trainings, and oversight of social work interns.

Ensure staff compliance with the organization’s policies and procedures, including adherence to all safety policies and procedures. Manage Services Coordinator staff schedules.

Coordinate additional services provided by community agencies both on and off-site. Coordinate implementation of new supportive service programs. Perform program assessments and evaluations.

Prepare monthly reports on program status and accomplishment for agency and partners. Review case notes for completeness and compliance with contractual requirements.

Work collaboratively with assigned Service Planning Areas to assist in the implementation of the County-Wide Coordinated Entry System, including participation in regional case conferencing.

Qualifications:

Masters in Social Work preferred. Two (2) years of program administration/ supervisory experience is preferred. Willing to travel to projects in own vehicle.

Experience working in permanent supportive housing or other residential setting is required.

A working knowledge of the needs of a homeless or chronically homeless population is preferred. A working knowledge of the needs of veterans preferred. Knowledge of and ability to work effectively in a therapeutic housing environment and utilize models such as Trauma-Informed Care, Harm Reduction, Motivational Interviewing, 12-Step Model, and Stages of Change highly to create housing stability and wellness for tenants. Strong working knowledge of government and community assistance programs.

Ability/willingness to work in a flexible, tolerant, diverse, community setting and experience in and ability to work cooperatively and effectively with people from various class, ethnic, racial, sexual minority backgrounds;
