Director of Programs – Skid Row Housing Trust – Los Angeles, CA

Skid Row Housing Trust (the “Trust”) is a nationally recognized nonprofit corporation that produces, preserves, and operates supportive housing in and around downtown Los Angeles. The Trust serves the poorest and most vulnerable people in Los Angeles, including homeless individuals and those who may become homeless. Our VISION is that all residents of downtown Los Angeles have a home that is affordable and safe.

The Trust develops, manages and operates affordable homes for the homeless in the Los Angeles area. The Trust is a 501(c)(3) nonprofit organization that owns and operates 26 properties and is developing two properties that will be in operation in the next two years. Most of the properties receive subsidies under the Section 8 program through the Housing Authority of the City of Los Angeles.

GENERAL DESCRIPTION

The Director of Programs directs and oversees the implementation of Skid Row Housing Trust’s resident services evidence based program with the support of a team of program managers and resident services coordinators and various community partners. In addition, the Director of Programs identifies social services partners and develops service plans for new projects. The position prepares and implements programs, policies, and procedures, directs, manages and trains staff, develops and controls program budgets, and participates in fundraising. The Director of Programs reports to the Director of Philanthropy &Communications and is an instrumental partner to housing stability for the residents

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manage and lead the Resident Services Department which delivers on-site services and programs for SRHT’s current portfolio of 24 permanent supportive housing buildings. Ensure the quality of all Trust programs and services meets the highest standard of quality and are in compliance with all regulatory agreements and funder requirements.
Plan, develop, implement and improve new and existing resident services programs by working with the resident services staff, community partners and local social services organizations.
Oversee the hiring, training, and supervision of the resident services department staff which may include Program Managers, Resident Services Coordinators, and other program staff as needed.
Establish and maintain strategic alliances and working relationships with local residents, community-based organizations, social services agencies, and other stakeholders; prepare, manage and monitor Memorandums of Understanding with service partners.
Oversee input and collection of program data; supervise Data Analyst; monitor program performance and outcomes to ensure program goals are achieved; analyze and utilize outcome data as the basis for continuous program improvement, program planning, and fundraising; ensure compliance of resident services in accordance with the needs of residents, regulatory agreements and strategic plan goals.
Create and maintain an outcomes matrix for all grants and a resident services dashboard to track and monitor key indicators/outcomes; present program performance to the Executive Team and Board of Directors as needed.
Prepare and monitor department and individual grant budgets.
Work collaboratively with the Fund Development department to write and prepare grant proposals and applications, monitor and assess program outcomes and impacts for grant reports, track and monitor grant expenditures related to resident services programs, and build relationships with funders, donors and volunteers.
Work closely with the Housing Development Department to, develop resident services plans, and prepare the resident services sections of funding applications.
Work collaboratively with the Property Management Department to ensure the smooth integration of resident services at the properties and facilitate connections between the residents and the resident services and property management staff to ensure maximum housing retention and stable property building operations.
Stay abreast of current trends and best practices in permanent supportive housing and housing first by participating in meetings and collaborative efforts with public and regulatory agencies, community groups, social services agencies, and funders like United Way, CSH and UHHP.
Carry out other duties as required to further SRHT’s mission in the provision of supportive housing, the housing first approach, and community building.

EDUCATION & EXPERIENCE

Bachelor’s degree and a minimum of ten (10) years of related work experience, including a minimum of five (5) years of supervisory experience. A graduate degree, preferably a Masters in Social Work (MSW) or related field, may be substituted for three (3) years of experience. Experience with chronically homeless adults and/or special needs populations preferred.
